The Bureau of Indian Standards (BIS) handles this enforcement. BIS requires all certified toys to carry the ISI Mark. The main technical standard that guides physical safety is IS 9873 (Part 1): 2019.

Why Certification is Compulsory

No one can choose whether to certify toys the certification is compulsory. This legal demand comes from the Toys (Quality Control) Order, 2020. This important rule covers every toy designed for children under 14 years old

The BIS insists that all safety rules must be met. IS 9873 (Part 1) is the most important rule for all toys that do not use electricity. The ISI Mark shows clearly that the toy has successfully passed hard physical tests.

IS 9873 (Part 1): The Fundamental Rule for Design

The rule IS 9873 (Part 1): 2019 is exactly the same as the global standard ISO 8124-1:2018. This long document is focused only on the mechanical and physical qualities of the toy. 

The standard addresses specific hazards that can immediately harm a child. Key Dangers the Rule Controls:

  1. Choking Risks: It strictly ensures that parts are too large to accidentally block a child’s airway.
  2. Cuts and Scratches: It forbids injuries by eliminating sharp edges and dangerously pointed tips.
  3. Head or Limb Traps: It sets specific measurements for openings to prevent the child from getting stuck.
  4. Failure on Impact: It guarantees the toy will not shatter into dangerous small pieces if dropped or hit.

Required Safety Checks

To meet the rules of IS 9873 (Part 1), the maker must put every toy through many stress and dimension checks

1. The Small Parts Check

This test is most important for toys meant for children under 3 years old (36 months). Any small part that fits fully inside the small parts cylinder is an immediate choking risk. This essential check must be performed on the toy as it is sold and again after the toy has been stressed by twisting or pulling.

2. Checking for Sharp Hazards 

Special calibrated tools are used by the lab workers. These tools are the Sharp Edge Tester and the Sharp Point Tester. They measure the level of sharpness against a set limit. If any part of the toy fails the measurement, it must be changed or covered before it can be sold.

3. Strength and Durability Tests

These checks copy harsh use and rough play. They ensure the toy will not break into small, harmful pieces or reveal sharp points when broken:

  • Drop Test: The toy is dropped multiple times from a set height onto a hard floor surface.
  • Pull Test (Tension): Small components (like wheels or eyes) are pulled with a specific force. 
  • Twist Test (Torque): Parts that stick out are twisted hard. This checks that they cannot unscrew or snap off under a child's manipulation.
  • Squeeze Test (Compression): The toy is squeezed with a defined force. This ensures that hollow parts do not collapse or break open dangerously.

4. Rules for Ropes and Straps

All cords and loops must meet exact limits on their length. This simple rule prevents serious dangers like strangulation, especially in toys used by babies in cribs or playpens.

The ISI License Application Process (Scheme-I)

Getting the ISI Mark license for toys involves a detailed check of the manufacturer’s ability to control quality under the standard BIS Scheme-I.

1. Getting Ready and Paperwork

The manufacturer must first set up a high-quality Quality Management System (QMS). They must also have a factory lab that is fully equipped to perform all necessary mechanical tests listed in IS 9873 (Part1).

2. Submitting the Application

The formal request is sent to the BIS using their online system. It include documents about the factory, detailed manuals for quality control, and information on how different toy models are grouped. 

3. Factory Audit and Check.

A BIS auditor will visit the factory for a mandatory physical inspection. The audit is deep and covers the whole production site.

4. Independent Sample Testing

During the visit the BIS officer chooses final toy samples and seals them. These samples are then sent to a BIS-recognized external laboratory. The toys must pass every test under IS 9873 (Part 1), Part 2 (Flammability) and Part 3 (Chemical Safety) to get certified

5. License Grant and Ongoing Checks

If the factory passes the audit and the outside lab tests are successful, the BIS grants the manufacturer the license. The ISI Mark and the unique CM/L number must be placed permanently and clearly on the toy or its main packaging
