Who Requires These Licenses and Authorisations by MPPCB

These licenses are not for a few businesses. Any unit that may pollute must apply. This includes industries, hospitals, hotels, and more.

Registration Process

1. Site Selection

  • The applicant must first pick a location that meets zoning and safety norms.

2. Industry Classification

  • Based on the activity, MPPCB assigns a category – Red, Orange, Green, or White.

3. Document Preparation

4. Online Application

  • Register on the MPPCB portal.
  • Fill out the application form for CTE or CTO or NOC.
  • Upload documents and pay the fee.

5. Inspection by MPPCB

  • MPPCB officers visit the site.

6. Approval or Rejection

7. Consent Copy

Post Registration Compliance

Units must submit regular reports on the quantity and type of waste or emissions generated. These must follow the format and frequency set by MPPCB

Installation of pollution control equipment (filters, scrubbers)

Every unit must install suitable pollution control devices based on the type of operations. These may include filters, scrubbers, or electrostatic precipitators to control air and water pollution

Maintaining waste logs and registers

Units must keep daily records of hazardous and non-hazardous waste. These registers should be available at the inspection site at any time

Water and air quality testing via certified labs

Regular testing of environmental samples like groundwater, surface water, or stack emissions—must be done through MPPCB-approved labs.

Calibration of pollution monitoring devices

Devices used for measuring pollution levels must be calibrated at regular intervals. This ensures the readings are accurate and match the prescribed limits.

Training staff for eco-friendly handling

Renewal of license on time

CTO and NOC licenses have a validity period. The unit must apply for renewal well before expiry. If you cause a delay or fail to renew it can cause closure or penalties.

Any waste that is hazardous needs to be transported to facilities authorized for its safe handling. Waste should never be thrown onto land that is open, in lakes or rivers or into drains

The shelf life of a CTO (Consent to Operate) in India is generally from 5 years to 15 years, depending upon the pollution category of the industry (Red: 5 years, Orange: 10 years, Green: 15 years), while some states also provide longer tenures for Blue category units.

The validity of an Indian CTE (Consent to Establish) is usually five years, with an option for extension for a further two years on request, thereby making the maximum of seven years.
