Introduction to Engineering Export Promotion Council of India Membership

You need a Registration-cum-Membership Certificate (RCMC) from the Engineering Export Promotion Council of India (EEPC) if you export any kind of engineering products from India. This certificate is the single most important document you must have. The EEPC RCMC is absolutely necessary to claim government export benefits, access schemes like EPCG, and participate in global trade fairs. Without this certificate, your engineering export business cannot claim the important incentives the government offers.

What is Engineering Export Promotion Council

The Engineering Export Promotion Council of India (EEPC India) is the main organization for India's engineering sector. This is its full name. It is not a government office itself. EEPC is an Export Promotion Council (EPC). The Ministry of Commerce and Industry supports this council. The council acts as the key link between the engineering industry and the government. It helps the industry grow strong.

How EEPC Defines Engineering Goods

The term "engineering goods" covers a huge and very wide range of products. The list includes:

  • Heavy and Light Machinery: Things like pumps, industrial equipment and small tools or hardware
  • Automotive and Electricals: Parts for cars and trucks including engines and body parts. It also includes all types of motors, cables and electronic equipment
  • Metal Products: Items made from iron, steel, aluminum and copper. This includes sheets, pipes and castings
  • Capital Goods: Equipment used to produce other finished goods

Types of Membership under EEPC

EEPC divides its members into two main categories. 

1. Associate Members

This category is for new exporters. It is also for small exporters. You are an Associate Member if your FOB export turnover was less than ₹10 lakh in the last financial year. New exporters start as Associate Members too

2. Ordinary Members

This is the main category for large and established exporters. You become an Ordinary Member if your FOB export turnover was ₹10 lakh or more in the preceding financial year. This category is often broken down into several sub-groups

EEPC Registration Process

The entire process to get your EEPC RCMC is now completely digital. You apply through the Directorate General of Foreign Trade (DGFT) Portal

Step 1: Get Your IEC Ready. You must have a valid and active Importer Exporter Code (IEC) from DGFT before you start
Step 2: Log into the DGFT Website. Go to the official DGFT website. Log in using your registered IEC credentials. This is where all RCMC applications are submitted.
Step 3: Start the RCMC Application. Find the 'Services' section. Choose the 'e-RCMC' application option.
Step 4: Select EEPC India. You must select the Engineering Export Promotion Council of India as your primary council.
Step 5: Fill the Online Form. You must provide company information. This includes your address, business structure, bank details, and the main engineering products you export. You have to select the exact product group you are exporting.
Step 6: Upload the Documents. You must upload clear digital copies of all required documents. These must be self-attested copies.
Step 7: Pay the Fee Online. The system calculates the exact fee based on your declared export turnover slab. You pay this fee using the online payment gateway.
Step 8: Final Verification. EEPC India reviews your application. Once approved, the system issues the e-RCMC certificate electronically. You download the certificate directly from the DGFT portal. This entire process is faster now.

Who need to apply for EEPC Certificate

You must apply for the EEPC Certificate the RCMC if your business falls into any of these important categories.

1. Exporters of Engineering Goods. This is the main requirement. Any person or company exporting products defined as "engineering goods" needs this RCMC. This covers a wide range of products.
2. Seeking Export Incentives. This is the primary reason to get the certificate. If you want to claim benefits under the Foreign Trade Policy (FTP), you need a valid RCMC. These benefits include:

  • Duty Exemption Schemes: Schemes like the Advance Authorization (AA) Scheme. This scheme allows you to import raw materials without paying customs duty
  • Capital Goods Schemes: The Export Promotion Capital Goods (EPCG) Scheme. This scheme allows you to import heavy machinery at reduced or zero duty. You must be an EEPC member to apply.
  • GST Refunds and Rebates: The RCMC strengthens your claim for various tax rebates and refunds related to your exports.

3. Merchant Exporters and Manufacturer Exporters. Both types of exporters must get the certificate. If you are selling engineering products outside India and want financial help from the government, you absolutely must apply to EEPC.

Validity and Renewal of EEPC Membership Registration

RCMC Validity Period. The RCMC certificate itself is issued for a fixed period of five financial years. The validity starts from April 1st. It ends on March 31st of the fifth year.

Mandatory Annual Renewal. While the certificate is valid for five years, your membership must be renewed every single financial year. This means you must pay the annual subscription fee to EEPC before March 31st of the next year. If you fail to pay this annual fee, your membership becomes temporarily invalid.

Renewal Process: You must apply for renewal online through the DGFT portal. You submit an application form. You submit updated documents. You pay the new annual fee
