The authority to issue the Certificate of Origin in India is delegated by the Directorate General of Foreign Trade (DGFT). DGFT is the nodal agency. The DGFT authorizes a large network of entities. These entities are categorized based on whether they issue Preferential or Non-Preferential CoOs. The entire process is now unified. It uses the Common Digital Platform managed by the DGFT entirely. All authorized agencies must operate through this single platform easily.

Getting the Certificate of Origin requires a systematic approach. The entire process is now digital. The exporter must ensure all prerequisite registrations are complete. Then they file the application. The DGFT has streamlined the steps, this makes the process faster.

The online application demands specific documentation. These documents prove the nature, value, and origin of the goods clearly.
The DGFT launched the Common Digital Platform to modernize the CoO issuance process. The platform is the single electronic interface. It is used by all exporters and all authorized agencies.
The entire Certificate of Origin registration process is now a well-defined online procedure easily. Exporters follow a set sequence on the Common Digital Platform.
Step 1: Exporter Registration The exporter must first register on the Common Digital Platform. This requires a valid IEC number and a registered DSC or Aadhaar e-Sign. The system links the exporter's profile directly to the DGFT database.
Step 2: Selection of Certificate Type The exporter logs in. They select the type of CoO needed. They choose either "Preferential" or "Non-Preferential". They select the specific trade agreement (if Preferential) accurately.
Step 3: Application Form Filing The application form is completed by the exporter online. They also enter all the necessary information. This contains Exporter information, Consignee information, description of the product (HS Code), value, quantity and the exact route of shipment.
Step 4: Issuing Agency The system offers a menu list of authorized agencies in accordance with the chosen type of certificate and trade agreement. The exporter selects the favored agency (e.g. EIC in the case of CEPA or local Chamber of Commerce in the case of Non-Preferential).
Step 5: Document Upload and Attestation The obligatory documents are uploaded. This involves Commercial Invoice, Packing List and Shipping Bill/Bill of Lading. All the documents uploaded by the exporter are required to be signed with the registered DSC by means of digital signature.
Step 6: Fee Payment Fee payment is done online through the portal integrated payment gateway, and such funds are collected depending on the issuing agency and kind of certificate.
Step 7: Agency Review and Issuance The Issuing Agency reviews the application and the documents and issues the application. In case of satisfaction, the CoO is signed digitally by the agency. The exporter can download the electronic CoO immediately on the portal. In case of discrepancies, the agency puts up a query.
