BIS Compulsory Registration Scheme:
Launched by the Ministry of Electronics and Information Technology (MeitY) under the Government of India in 2012, the BIS Compulsory Registration Scheme (CRS) mandated the compulsory registration of 15 different types of electronic products. Later, the Compulsory Registration Scheme was expanded to include a few additional electronic and information technology items. Therefore, anyone who manufactures, stores, or distributes items for import or sale that do not meet the order's stated Indian Standards and exhibit a mandatory mark with the BIS certification number is in violation. By submitting Form-I within smart registration and self-declaring conformance for each product, producers can receive this number under CRS.
BIS ISI Mark Certification:
Products falling under Scheme-I shall follow the procedure laid out to get BIS ISI Mark Certification for all products covered by the plan. To participate in this scheme, the applicant must submit an application in Form V together with the necessary paperwork. Here, the issuing authority will carry out an initial factory assessment, gather samples, test them, and produce a testing report. If the product meets the confirmed quality standards, the BIS will issue a certification. The BIS ISI Mark Certification procedure under this scheme is typically completed in 30 to 45 Days.
BIS Ecomark Certification:
BIS Certification is awarded for ecologically friendly products under the ECO Mark scheme. All environmental products must meet the basic requirements of Indian Standards to receive an ECO mark from BIS. The ECO logo and the ISI mark are combined to create a single mark that is applied to those products. The BIS approves the use of the 'ECO' logo on the products, and together the ECO logo and mark are indicative of the fact that the product meets the criterion for environmental conservation as well as other relevant BIS standards. When a manufacturer currently has a valid BIS certification mark for an existing product and wishes to receive an ECO mark for a new product, the manager must make a specific request to the BIS. In pursuance of this, BIS shall provide the BIS certification under the ECO mark program in accordance with the stipulated procedures.
BIS Foreign Manufacturer Certification Scheme (FMCS):
Under the Foreign Manufacturers Certification Scheme (FMCS), the BIS issues a BIS certification to foreign applicants or manufacturers within six months. For international applicants to be allowed to receive and utilize the ISI label on their goods, the FMCS system was first set up in 2000. Apart from the IT and electronics goods stipulated by the MeitY, this scheme qualifies for the certification of all products. The Foreign Manufacturers Certification Department, which is situated at the BIS headquarters in New Delhi, is responsible for granting licenses under FMCS.
BIS Hallmark Registration:
Hallmarking is the proper assessment and formal documentation of the proportionate content of pure metal content in metals like gold and silver. Accordingly, hallmarks serve as assurances of the quality and refinement of precious metal items. Hallmark Registration Scheme seeks to safeguard consumers against corruption while also requiring manufacturers to adhere to regulatory fineness criteria. In India, the only commodities brought under the purview of hallmarking are gold and silver. Any jeweller can submit an online application on the portal for the registration certificate to sell gold and silver jewellery to receive the Hallmark. Once granted, the registration holds a validity of a lifetime.
Recognition of Assaying & Hallmarking Centres:
The foundation for the Recognition of Assaying and Hallmarking Centres is the Indian Standard "IS 15820:2009 General Requirements for Establishment and Operation of Assaying and Hallmarking Centres." A centre that wants to be recognised must submit an application to BIS using the required form and include a quality manual that was created using the Generic Quality Manual. The process for granting, operating, renewing, suspending, and cancelling recognition of assaying and hallmarking (A&H) centres is outlined in these rules. Along with the BIS Act of 2016, BIS Rules of 2018, and BIS (Hallmarking) Regulations of 2018, these must be read. Specifically, Chapter II of the BIS (Hallmarking) Regulations, 2018 addresses the Grant, Operation, Renewal, and Cancellation of Certificate of Recognition. The Regional Offices and Branch Offices are responsible for handling any scenario that is generally not addressed by these guidelines in accordance with the provisions of the Act, Rules, and Regulations.
BIS Laboratory Recognition Scheme (LRS):
The Laboratory Recognition Scheme is run by BIS and is governed by Rule 32 of the BIS Rules 2018 and Section 13(4) of the BIS Act 2016. These statutory provisions give BIS the authority to accredit any laboratory inside or outside of India to perform sample testing for conformity assessment and any other tasks the Bureau may delegate. The Rules also call for the publication of instructions for the suspension, withdrawal, cancellation, or renewal of accredited laboratories. Additionally, BIS keeps a database of the labs that it has approved to test samples of products or processes in accordance with pertinent Indian Standards.
