BIS Registration is awarded by the BIS in India to provide clients with third-party assurance of the accuracy, quality, and safety of their products. Origin of BIS

During the final years of British rule in India, when the nation was confronted with the enormous task of building up the industrial infrastructure, the Institution of Engineers (India) prepared the first draft of the Constitution of an institution that could take on the task of formulating national standards. This resulted in the Department of Industries and Supplies officially declaring the establishment of an organization known as the "Indian Standards Institution" in a memo released on September 3, 1946. The Indian Standards Institution (ISI) was established on January 6, 1947, and Dr. Lal C. Verman became its first director in June of that year.

The organization focused on standardization activities in its early years. The Indian Standards Institution launched the Certification Marks Scheme under the Indian Standards Institution (Certification Marks) Act, 1952, to offer the benefits of standardization to common customers. The ISI Mark could be placed on products made by manufacturers who produced goods by Indian Standards thanks to the Scheme, which was officially introduced by the ISI in 1955–1956. To comply with the Certification Marks Scheme's standards, the foundation of a laboratory was established in 1963. The Indian Standards Institution (Certification Marks) Act, of 1952 governed the operation of product certification, but no laws applied to the creation of standards or any related tasks. Therefore, on November 26, 1986, a bill was filed in Parliament with this goal.

Through a legislative act dated November 26, 1986, the Bureau of Indian Standards (BIS) was established on April 1, 1987, with a broader mandate and more authority, taking over the personnel, assets, liabilities, and duties of the former ISI. Through this transition, the government intended to create a climate for quality culture and consciousness as well as increase consumer involvement in the creation and application of national standards.

The Bureau is a body corporate made up of 25 members who represent the federal and state governments, lawmakers, businesses, academic institutions, consumer advocacy groups, and professional associations. The vice-president and president-elect are the union minister of consumer affairs and the state minister for food and public distribution, respectively.

Types of BIS Registration

BIS CRS: Launched by the Ministry of Electronics and Information Technology (MeitY) under the Government of India in 2012, the BIS Compulsory Registration Scheme (CRS) mandated the compulsory registration of 15 different types of electronic products. Later, the Compulsory Registration Scheme was expanded to include a few additional electronic and information technology items. Therefore, anyone who manufactures, stores, or distributes items for import or sale that do not meet the order's stated Indian Standards and exhibit a mandatory mark with the BIS Registration number is in violation. By submitting Form-I within smart registration and self-declaring conformance for each product, producers can receive this number under CRS.
 

BIS ISI Mark: Products falling under Scheme-I shall follow the procedure laid out to get  BIS ISI Mark Certification for all products covered by the plan. To participate in this scheme, the applicant must submit an application in Form V along with the necessary paperwork. Here, the issuing authority will carry out an initial factory assessment, gather samples, test them, and produce a testing report. If the product meets the confirmed quality standards, the BIS will issue a certification. The BIS ISI Mark Certification procedure under this scheme is typically completed in 30 to 45 Days.
 

BIS Ecomark: BIS Registration is awarded for ecologically friendly products under the ECO Mark scheme. All environmental products must meet the basic requirements of Indian Standards to receive an ECO mark from BIS. The ECO logo and the ISI mark are combined to create a single mark that is applied to those products. The BIS approves the use of the 'ECO' logo on the products, and together the ECO logo and mark are indicative of the fact that the product meets the criterion for environmental conservation as well as other relevant BIS standards. When a manufacturer currently has a valid BIS Registration mark for an existing product and wishes to receive an ECO mark for a new product, the manager must make a specific request to the BIS. In pursuance of this, BIS shall provide the BIS Registration under the ECO mark program in accordance with the stipulated procedures.
 

ISI Mark for Foreign Manufacturer: Under the Foreign Manufacturers Certification Scheme (FMCS), the BIS issues a BIS Registration to foreign applicants or manufacturers within six months. For international applicants to be allowed to receive and utilize the ISI label on their goods, the FMCS system was first set up in 2000. Apart from the IT and electronics goods stipulated by the MeitY, this scheme qualifies for the certification of all products. The Foreign Manufacturers Certification Department, which is situated at the BIS headquarters in New Delhi, is responsible for granting licenses under FMCS.
 

BIS Hallmark: Hallmarking is the proper assessment and formal documentation of the proportionate content of pure metal content in metals like gold and silver. Accordingly, hallmarks serve as assurances of the quality and refinement of precious metal items. Hallmark Registration Scheme seeks to safeguard consumers against corruption while also requiring manufacturers to adhere to regulatory fineness criteria. In India, the only commodities brought under the purview of hallmarking are gold and silver. Any jeweller can submit an online application on the portal for the registration certificate to sell gold and silver jewellery to receive the Hallmark. Once granted, the registration holds a validity of a lifetime.
 

Assaying & Hallmarking Centres: The foundation for the Recognition of Assaying and Hallmarking Centres is the Indian Standard "IS 15820:2009 General Requirements for Establishment and Operation of Assaying and Hallmarking Centres." A centre that wants to be recognized must submit an application to BIS using the required form and include a quality manual that was created using the Generic Quality Manual. The process for granting, operating, renewing, suspending, and cancelling recognition of assaying and hallmarking (A&H) centres is outlined in these rules. Along with the BIS Act of 2016, BIS Rules of 2018, and BIS (Hallmarking) Regulations of 2018, these must be read. Specifically, Chapter II of the BIS (Hallmarking) Regulations, 2018 addresses the Grant, Operation, Renewal, and Cancellation of Certificate of Recognition. The Regional Offices and Branch Offices are responsible for handling any scenario that is generally not addressed by these guidelines in accordance with the provisions of the Act, Rules, and Regulations.
 

Laboratory Recognition Scheme: The Laboratory Recognition Scheme is run by BIS and is governed by Rule 32 of the BIS Rules 2018 and Section 13(4) of the BIS Act 2016. These statutory provisions give BIS the authority to accredit any laboratory inside or outside of India to perform sample testing for conformity assessment and any other tasks the Bureau may delegate. The Rules also call for the publication of instructions for the suspension, withdrawal, cancellation, or renewal of accredited laboratories. Additionally, BIS keeps a database of the labs that it has approved to test samples of products or processes in accordance with pertinent Indian Standards.

BIS Registration Process in India

Step 1: Selection of applicable certification: An applicant has to check the applicable certification based on the product scope issued by BIS. There are multiple standards published by BIS based on the products that are mandatory or voluntary under BIS. 


Step 2: Registration with the BIS Portal Registration: Once we are done with the selection of applicable standards for the certification, the applicant needs to register with the BIS Portal Registration to create login credentials by using a mobile number, email ID, and documents related to company incorporation.   


Step 3: Sample Testing: The manufacturer or importer of the product needs to connect with a BIS-approved lab and submit the sample for testing of the product as per applicable standards. The BIS-approved lab will issue a test report after testing the sample.


Step 4: Drafting & Submission of the Application: Mandatory application forms and formats, along with requisite company document details, process flowcharts, etc., need to be submitted online via the portal, duly signed and stamped.


Step 5: Scrutiny of the Application: A BIS reviewing officer will verify, inspect, or schedule an audit of the premises in order to verify the complete submitted application along with the technical format and test report received by the BIS-approved lab.


Step 6: Grant of BIS Registration: After the successful verification of the application by a BIS reviewing officer or inspector, the applicant will be rewarded with a BIS Registration. The validity of the certificate might vary based on the type of BIS registration.
