If you export Indian cotton textiles, yarn, or fabrics you must secure the mandatory Registration-Cum-Membership Certificate (RCMC) from TEXPROCIL (The Cotton Textile Export Promotion Council) by filing an application on the DGFT common digital portal using your active IEC then you pay the correct membership fee based on your exporter category, and finally submit all required documents like the PAN, GST and Udyam certificate for verification completing this process legally unlocks all government-backed export schemes like RoDTEP which is the main reason to apply
The Cotton Textile Export Promotion Council, which everyone calls TEXPROCIL, is not just another office; it's a very important organization for India's cotton trade. It is an apex body established way back in 1954, and it is sponsored by the Ministry of Commerce & Industry, which is part of the Government of India. This Council's main job is to promote the export of all cotton textiles and cotton-blended products from India all around the globe.
Joining TEXPROCIL brings many big advantages right to your business's door.
Direct Financial and Policy Support:
To become a member your cotton textile business must meet some clear requirements. These rules ensure that only genuine exporters in the sector get the RCMC certificate.
The application for the RCMC is fully digitized and submitted online through the DGFT portal. You must have clear, self-attested digital copies of these important papers ready for upload.
1. Import Export Code (IEC) Certificate
2. PAN Card of the Company
3. GST Registration Certificate
4. Proof of Business Existence
5. Manufacturing Proof (If Manufacturer Exporter)
6. Chartered Accountant's Certificate
7. Banker's Certificate
The entire RCMC process is now centralized through the DGFT's common digital platform, which makes it faster and eliminates paperwork, which is helpful.
The fees for becoming a new TEXPROCIL member are split into two main categories

The RCMC certificate you get from TEXPROCIL is very valuable, and it has a long validity period. The RCMC is valid for five financial years. The validity starts on April 1st of the licensing year when it was issued and ends on March 31st of the fifth year, which is the rule.
However, you must remember a very important point you must pay the annual membership subscription fee every single year! If you fail to pay this annual fee before the deadline (usually April 1st) your membership will be marked as inactive. An inactive membership means you immediately lose access to all government export schemes even if your five-year RCMC certificate has not expired yet. Timely annual renewal is crucial for uninterrupted benefits, which is important.
The process of securing and maintaining your TEXPROCIL RCMC is now fully digital, which is good. But it is still prone to errors, especially when dealing with the DGFT's complex portal, changing fee structures, and the mandatory CA-certified turnover documents. A mistake or delay in submission can immediately disrupt your export schedule and hold up your vital government incentives
Do not let complicated red tape risk your cotton export profits. Agile Regulatory specializes entirely in the precise navigation of these government compliance procedures, including the critical TEXPROCIL RCMC application, correct category selection, timely fee payment and the tricky annual renewal process. Our experts ensure every document is perfect and submitted correctly, right through the DGFT common platform, guaranteeing fast and compliant approval. Partner with Agile Regulatory today, and let us ensure your cotton textile exports remain seamlessly compliant and profitable globally!
