Fasteners are among the most overlooked components in mechanical assemblies. But when they fail, the consequences are far from minor. In India, a range of fasteners now fall under mandatory quality control rules, and one of these is cross recessed drilling screws with tapping screw thread – pan head as defined in IS 18471 (Part 1): 2023. These fasteners cannot legally be sold in the Indian market without a valid BIS ISI mark registration.

This article explains what these screws are, why the standard exists, what the registration process involves, and what businesses need to know before they market these products in India. The aim here is practical information, not just definitions.

What Are Cross Recessed Drilling Screws (Pan Head)?

Pan head screws are a specific type of self-drilling and self-tapping fastener. In plain terms:

  • They have a pan-shaped head, which is slightly rounded on top and flat around the edges.
  • The cross recessed drive allows a driver bit to engage securely.
  • The drilling point removes the need for pre-drilling.
  • The tapping thread forms internal threads as the screw enters the material.

Because these screws drill and tap at the same time, they are often used in sheet metal, enclosure assemblies, light structural applications, and where speed and ease of installation matter.

The pan head design provides a good bearing surface and is preferred in applications where flush seating or a neat finish isn’t essential.

However, poor quality screws — with incorrect drill point geometry or inconsistent thread pitch — can cause installation problems, stripped threads, or weak joints. That real-world risk is one reason regulators care about them.

What IS 18471 (Part 1): 2023 Specifies

This Indian standard lays down the criteria these fasteners must meet before they can be considered acceptable for sale or use in the Indian market.

That includes requirements for:

  • Head diameter and shape
  • Cross recess dimensions
  • Drill point geometry
  • Thread profile and pitch accuracy
  • Tensile strength and torque resistance
  • Corrosion resistance and surface condition

The standard is aligned with ISO 15481:1999, which means products meeting these requirements should also conform with international expectations. In practice, this helps manufacturers who export as well as those serving domestic OEMs.

The specifications are not arbitrary. For example, drill point angles matter because they affect how rapidly and smoothly the screw can penetrate the material. Thread errors matter because mis-fit threads lead to weak joints and field failures.

Why BIS ISI Mark Registration Is Mandatory

The Bureau of Indian Standards operates under a Quality Control Order (QCO) that can make registration of certain products compulsory. Cross recessed drilling screws with tapping threads – pan head – are included under this order.

Once a product gets notified:

  • It must carry a BIS ISI mark on the product and packaging.
  • Selling, distributing, or importing it without a licence is illegal.
  • Customs can detain unregistered imports.
  • Non-compliant stock can be seized or recalled.

A surprising number of companies delay compliance until they run into these problems — held shipments or rejected orders. It is much easier to comply before products reach customs or the supply chain.

Who Must Apply for the ISI Mark

The requirement applies broadly:

Domestic manufacturers

These are entities producing the screws in India. They must apply directly and secure a licence in their name.

Foreign manufacturers

If the product is made abroad, it must still be registered before being imported into India. A foreign brand must appoint an Authorised Indian Representative (AIR) to apply on its behalf.

Importers

Importers must ensure that the product they bring in is covered by a valid BIS licence. If not, the goods can be blocked at the port.

In all cases, registration ties directly back to the manufacturer — the name on the BIS licence will be the maker, not just a brand or importer.

The BIS Registration Process

Getting a BIS licence under IS 18471 (Part 1): 2023 involves several clear stages:

1. Prepare Documentation

You’ll need:

  • Product specifications and drawings
  • Quality manual and in-house process details
  • Marking, packaging, and traceability plans

2. Sample Testing

Samples are sent to a BIS-recognised test laboratory. They check:

  • Head dimensions
  • Recess fit and shape
  • Drill point accuracy
  • Thread consistency
  • Mechanical properties like torque strength

The testing is detailed. Many manufacturers think a simple in-house check is enough — it isn’t. The lab report must be from an accredited BIS lab.

3. Factory Evaluation

BIS inspectors visit the factory to verify:

  • Production capability
  • Quality control systems
  • Testing equipment and calibration
  • Record keeping.

This means the factory must already be set up to control quality not just assemble parts.

4. Review and Licence Issuance.

Once the product test reports and factory evaluation are satisfactory BIS grants a licence to use the ISI mark

5. Ongoing Surveillance

After registration, BIS will conduct periodic inspections and sometimes market sample testing. Compliance isn’t over once the licence arrives.

Final Words

On the surface, a screw looks like a low-value item. In practice, poor quality screws can cost much more in scrap, rework, warranty claims, or product failures. Quality matters.

The BIS ISI mark shows that the product meets defined minimum safety and performance expectations. For buyers especially in construction, infrastructure and industrial applications that reassurance is critical. Contact Agile Regulatory today to get registered today!
