bis-isi-mark-registration-for-gypsum-plaster-boards-reinforced-gypsum-plaster-boards-and-ceiling-tiles-is-2095-part-3-2022If you manufacture reinforced gypsum plaster boards or ceiling tiles in India or you import them the compliance landscape changed in a way you cannot ignore.

This is no longer a voluntary quality upgrade. It is mandatory under a government Quality Control Order. And the applicable Indian Standard is IS 2095 (Part 3): 2022.

If your products fall under this specification and you are selling in the Indian market you must obtain a BIS licence and affix the ISI mark before those boards reach dealers, contractors or project sites

You may already know that in theory. What you probably want to understand is what it means in practical terms and where businesses usually make mistakes

Let’s walk through it clearly.

What This Standard Covers and Why It Exists

IS 2095 is the Indian Standard that deals with gypsum plaster boards. Part 3 specifically addresses reinforced gypsum plaster boards and ceiling tiles

These are not decorative items. They are structural components used in:

  • Suspended ceiling systems
  • Partition walls
  • Interior cladding
  • Commercial and residential construction projects

When contractors install these materials, they assume structural consistency. They assume the board will handle load. They assume it won’t fail under moisture exposure or impact. That assumption is what the standard regulates.

IS 2095 (Part 3): 2022 lays down requirements relating to physical properties such as density, strength, dimensional stability, and performance under defined conditions.

The purpose is simple: uniform quality in building materials.

And because building safety cannot depend on voluntary compliance the government made certification compulsory

Why BIS Certification Is Now Mandatory?

Under the Gypsum-based Building Materials (Quality Control) Order, 2024 certain gypsum products must conform to specified Indian Standards and carry the ISI mark

Reinforced gypsum plaster boards and ceiling tiles under IS 2095 (Part 3): 2022 are included

This means you cannot:

  • Manufacture and sell these boards domestically without certification.
  • Import and distribute them in India without a BIS licence.
  • Label them as compliant unless they are tested and licensed.

This requirement is enforced under the Bureau of Indian Standards Act, 2016

Non-compliance is not a small issue. It can result in seizure of goods, prohibition of sale, and legal penalties.

If you manufacture exclusively for export and the goods never enter the Indian market, the QCO does not apply. But the moment domestic supply is involved, certification becomes mandatory.

What BIS ISI Registration Actually Involves?

Many people assume this is a paperwork exercise. It isn’t.

There are three core elements BIS examines:

  1. Does your product meet the technical standard?
  2. Can your manufacturing process consistently produce conforming products?
  3. Is your quality control system documented and operational?

If the answer to any of these is unclear, the licence does not move forward.

Have Questions? Let’s Talk. We’re Just One Click Away.

What You Will Experience During Certification?

First, you confirm that your product specification matches IS 2095 (Part 3): 2022. This sounds obvious, but incorrect classification delays applications more than you might expect.

Then comes documentation. You need to present details of your manufacturing unit, production process, quality control practices, raw material handling, and internal testing systems. BIS is not looking for marketing claims. They are looking for operational evidence.

After application submission under the ISI scheme, product samples are sent for testing in BIS-recognised laboratories. Testing includes physical and mechanical performance evaluation. Density checks. Strength parameters. Dimensional tolerances. Other properties defined in the standard.

If the sample fails, you correct the product and repeat testing. There is no shortcut here.

Once lab testing supports conformity, BIS schedules a factory inspection.

This is the point where preparation matters most.

The inspecting officer will review your:

  • Production process flow
  • In-house testing setup
  • Calibration records
  • Batch traceability
  • Record keeping
  • Raw material verification

They compare what is written in your documents with what is actually happening on the shop floor

If your paperwork says one thing and your operations show another the inspection may lead to corrective actions before approval

If everything aligns BIS grants the licence. You are then authorised to use the ISI mark for the specified product and manufacturing location

But certification does not end there. Surveillance inspections and periodic monitoring continue. Market samples can be picked up and tested. Your system must remain active and consistent.

Conclusion

If you manufacture or import reinforced gypsum plaster boards and ceiling tiles for the Indian market, BIS ISI mark registration under IS 2095 (Part 3): 2022 is mandatory.

This is not optional branding. It is statutory compliance backed by enforcement authority.

The process requires technical conformity, documented manufacturing discipline, laboratory validation and factory inspection

If you want to navigate the process efficiently and reduce compliance risk working with an experienced advisory firm such as Agile Regulatory can help you move through certification with structure and clarity

Regulatory compliance in building materials is tightening. Preparing early is far easier than responding under pressure.
