What Exactly Is Being Regulated Here?

Under BIS classification, wireless headphones and earphones are treated as audio and similar electronic apparatus. The moment a device runs on an internal battery and draws power for charging, it enters CRS territory.

This includes:

  • Bluetooth earbuds
  • Wireless neckbands
  • Over-ear and on-ear wireless headphones
  • Any personal audio device that operates without a cable

It does not matter whether the product is premium or budget. It does not matter whether sales volume is high or low. CRS applies to the product category, not your business size.

Why CRS Exists for Wireless Audio Products

CRS stands for Compulsory Registration Scheme. The keyword here is compulsory.

Wireless audio devices were added under CRS because of repeated issues seen in consumer electronics:

  • batteries overheating during charging,
  • short circuits due to poor insulation,
  • fire risks from substandard components,
  • unsafe chargers and power boards.

BIS does not test how good your bass sounds. It does not care about noise cancellation claims. The focus is only one thing: basic electrical safety.

If a device fails safety checks, it should not reach consumers. That is the entire purpose of CRS.

What IS 616:2017 Actually Covers

IS 616:2017 is the Indian safety standard applied to wireless headphones and earphones. It is derived from international safety frameworks and adapted for Indian regulatory enforcement.

During testing, the lab checks whether your product:

  • controls temperature rise during normal use,
  • prevents electrical leakage,
  • has safe insulation levels,
  • uses fire-resistant materials where required,
  • handles charging safely,
  • does not pose shock risk during handling

Who Must Apply for CRS Registration

Only the manufacturer can apply.

If the product is manufactured in India, the Indian manufacturer applies directly. If the product is manufactured outside India the foreign manufacturer must appoint an Authorised Indian Representative (AIR)

Importers, distributors, traders and sellers cannot apply on their own unless they are officially designated as the AIR

This point causes a lot of confusion and delays. BIS is strict about this.

Testing Comes Before Everything Else

You cannot apply for CRS first and test later. That order does not work.

Your product must be tested before the application is submitted. And the testing must be done at a BIS-recognised laboratory located in India.

Foreign lab reports are not accepted. Private lab reports are not accepted unless the lab is listed by BIS.

How the BIS CRS Registration Process Actually Works

This is the real sequence, without fluff.

Step 1 – Confirm product coverage

You check that your wireless headphone or earphone model falls under CRS and is covered by IS 616:2017

Step 2 – Send samples for testing

Representative samples are submitted to a BIS-recognised lab in India. Testing follows the standard strictly

Step 3 – Review the test report

f the product passes the lab issues a compliance report. If it fails corrections are required before moving forward

Step 4 – Prepare documentation

This includes manufacturer details, factory address, brand information, technical specs and declarations

Step 5 – File the online application

The application is submitted on the BIS CRS portal with all required attachments

Step 6 – BIS examination

BIS checks the documents, cross-verifies test data and reviews the submission for accuracy

Step 7 – Registration granted 

If everything aligns BIS issues a CRS registration number for that specific model.

Marking Rules After Registration

Once registration is granted every unit must be marked correctly

The product or its packaging must show:

  • the CRS registration number,
  • a declaration of conformity to IS 616:2017.

Improper marking is treated as non-compliance. Even registered products can be pulled from the market if marking rules are ignored.

What Happens After Registration

CRS registration does not mean BIS disappears.

BIS can:

  • conduct market checks,
  • request updated test reports,
  • inspect manufacturing facilities,
  • take action if product design changes without disclosure.

If you change the battery supplier, charging circuit, PCB layout, or factory location BIS must be informed. Silent changes are risky.
