Legal metrology Uttar Pradesh ensures every weight, measure, and packaged product sold is accurate and fair for common people's use. If you make, sell, repair, or pack goods that are weighed or measured, you need registration or a license from the UP Legal Metrology Department.
The set of government rules that keeps weights, measures, and packages fair and accurate is called legal metrology. In India, it is governed by the Legal Metrology Act, 2009, and every state has its own department (like Uttar Pradesh Legal Metrology) to enforce it.
Whether it’s a weighing scale at a kirana store, a milk measuring jug, or a packet of biscuits, the numbers have to be correct. So, the user purchasing items gets the value of every rupee spent.
The Department of Legal Metrology, Uttar Pradesh (also called the Weights & Measures Department, or Vidhik Maap Vigyan Vibhag) handles the legal metrology responsibility across the state. Its head office is at 7, Wala Qadar Road, Lucknow, and it is led by the Controller of Legal Metrology.
Below the controller, the department works through zones (such as Lucknow, Meerut, Kanpur, and Varanasi), divisions headed by Assistant Controllers, and inspectors posted in almost every district. The main responsibilities of this personnel are:
Check and stamp weighing and measuring instruments, so they stay accurate.
Make sure packaged products show the correct net quantity, price, and other required details.
Issue licenses and registrations to businesses that make, sell, or repair these instruments.
There are many shops in UP which require a licence in legal metrology but all do not have it. You will need to get a legal metrology license from the Department of Uttar Pradesh if you are:
A manufacturer of weights, scales, meters, or other measuring instruments.
A dealer who sells these instruments.
A repairer who fixes them.
A packer who packs goods for sale, which requires packaged commodity registration.
Every ordinary shopkeeper who uses weighing scales must get them verified and stamped at regular intervals. Using an unstamped or faulty scale can lead to fines.

Apply online: Fill in the application on the official portal (legalmetrology-up.gov.in) and upload your documents.
District-level review: The district nodal officer receives your application and forwards it.
Inspection: A Senior Inspector or Inspector visits your premises in Uttar Pradesh and checks your documents and equipment.
Report submission: The inspector sends an inspection report to the Assistant Controller.
Approval for dealers and repairers: For dealers and division-level repairers, the Assistant Controller reviews everything and issues the license.
Approval for manufacturers: For manufacturers and state-level repairers, the file goes to the UP’s Controller, who gives the final approval.
Once you have the license, remember to renew it on time and follow all the rules noted without fail, as inspections can take place at any time without notice.
LMPC Certificate in Ghaziabad: Avoid Legal Metrology Penalties
Most businesses treat this license as another legal formality and often forget to maintain all the rules noted by the legal department. But proper registration and maintenance of the license is extremely crucial due to the following reasons:
It builds customer trust, as people feel safer buying products from a business that proves it follows the law.
It helps you avoid penalties as wrong weights or missing needed labels can result in fines or even legal cases.
Every customer gets their money’s worth, so it helps keep the trade fair for all businesses in Uttar Pradesh.
Big retailers, e-commerce platforms, and government buyers often ask for these licenses and having one helps your business to grow swiftly.
Usually not a manufacturer, dealer, or repairer license. However, its weighing scales must be verified and stamped by the department regularly.
The State Controller of Legal Metrology issues licenses for manufacturers after an inspection and review.
