Television sets in India are now subject to stricter quality and functionality norms. The updated standard IS 18112:2025 governs digital-television receivers inside TVs — especially for satellite / Free-to-Air (FTA) broadcast reception. Under the government’s electronics regulation scheme, compliance with this standard (plus safety standard IS 616/IEC 60065) under the Bureau of Indian Standards (BIS) is now mandatory.

If you manufacture, import or sell TVs in India — you need to know what IS 18112 means, who must comply, and how to get CRS registration. Let’s break it down.

BIS CRS Registration for Augmented Reality, Virtual Reality, Mixed Reality IS/IEC 62368: Part 1: 2023

What Is IS 18112:2025

  • IS 18112 defines technical and performance requirements for digital-television receivers that can decode satellite broadcast (FTA) signals.
  • These requirements apply in addition to the general safety requirements under IS 616:2017 / IEC 60065:2014 for TV-sets.
  • In effect, a compliant TV must have: a proper digital receiver module (for satellite signal), correct electronics, decoding firmware/hardware, and safety compliance.

In short: post-2025 TVs must be capable of decoding digital satellite broadcasts and also remain electrically and mechanically safe.

Who Must Get BIS CRS Registration

Any manufacturer (domestic or overseas) exporting TVs to Indian market.
Importers / brands bringing in finished TVs or TVs with satellite receivers.
Sellers / distributors — only certified models can be sold post-deadline.

If a TV lacks compliance with IS 18112 (or runs only older safety-only licence under IS 616), it cannot legally be sold once the deadline passes.

Deadlines & Transition

  • The revised standard IS 18112:2025 replaced earlier version; both old and new run simultaneously until 30 December 2025. After that, only IS 18112:2025 compliance is accepted.
  • Final enforcement date for mandatory compliance (IS 18112 + safety standard) is 26 January 2026. After that, TVs with only the old standard will be delisted or licence cancelled.
  • Manufacturers with existing BIS licences under IS 616 must apply for inclusion (“Change in Scope of Licence”) to add IS 18112 compliance before deadline.

So — no grace period left beyond 26 January 2026.

What Compliance Requires

For a TV to meet IS 18112 + safety requirements, it must have:

  • A digital television receiver capable of decoding FTA satellite broadcasts — correct tuner, demodulator, signal path.
  • Internal electronics and firmware tested for signal decoding, video/audio output, and satellite-signal stability.
  • Safety compliance: electrical insulation, protection against electric shock, fire hazards, proper design — as per IS 616 / IEC 60065.
  • Correct marking and labelling: product must carry the single BIS licence number covering both standards. Label must display both standard numbers: “IS 616 / IEC 60065” and “IS 18112” together.

Failure on any of these (receiver module or safety) means non-compliance.

What Existing Licence Holders Must Do

If you already have a BIS licence under IS 616 for TVs:

  • Submit a Change-in-Scope of Licence (CSoL) application to include IS 18112 compliance. Provide full test reports per IS 18112.
  • Ensure that the model’s tuner/receiver hardware is properly integrated and tested.
  • If your model already has a TV-tuner and was earlier certified under IS 616, you still need fresh test report for IS 18112.

For New Applicants

  • Any new TV application (Plasma / LCD / LED) must now comply with both standards: safety (IS 616 / IEC 60065) + digital receiver standard (IS 18112).
  • Applications under only safety standard (IS 616) will no longer be accepted after the cut-off date.

Why This Update Matters

This isn’t just paperwork; it has real implications:

Have Questions? Let’s Talk. We’re Just One Click Away.

  • Consumers: Ensures that TVs sold in India can receive digital satellite broadcasts reliably. No mismatches between hardware and signals
  • Quality & Safety: Combined standard pushes for proper electronics, tested decoders, better build quality. Reduces risk of defective, unsafe or incompatible sets flooding the market
  • Manufacturers & Importers: Brings uniform regulation for all players. Old models need upgrade or retest. New models have clear compliance path.
  • Market Clarity: Retailers and distributors can trust the BIS mark — that model meets both broadcasting and safety norms.

Common Mistakes

  • Sending only safety-compliant model (IS 616) — without digital receiver — leads to rejection post-2025.
  • Not submitting proper “Change in Scope” application for existing licences — causes delisting.
  • Using outdated receiver firmware or uncertified modules.
  • Incorrect or missing standard mark: the BIS sticker must show both standard numbers along with the same R-number.
  • Delayed testing or delayed application submission — many labs see rush near deadline.

Manufacturers should start early and plan properly.

Conclusion

For anyone involved with TV manufacturing, importing or retail in India IS 18112:2025 + IS 616 compliance via BIS CRS registration is now non-negotiable. The deadlines are firm, and once 26 January 2026 passes, only certified TVs can legally be sold.

If you’re building a new TV model — design with satellite-receiver integration in mind, ensure tested hardware and software, and prepare documentation now.

If you have existing models under older licence — apply for “Change in Scope” immediately. Get test reports, update labels — don’t wait for the last minute. Get in touch with Agile Regulatory for expert help today!

This standard helps raise quality, ensures consumer safety, and gives everyone a clear baseline. For a country with millions of TV users, it’s a step toward better regulation and reliable viewing experience.
