Understanding IS 1489 Part 2

Every type of cement is different. They have different ingredients. They behave differently when mixed with water. Because PPC is a mix of two parts, it needs its own specific set of quality tests. This is why the BIS has created IS 1489. The full standard is split into two parts. Part 1 covers cement made with calcined clay pozzolana. Part 2 covers cement made with fly ash pozzolana. Fly ash cement is much more common.

This standard sets all the necessary parameters. These are the physical and chemical requirements. For example, it dictates how fine the powder must be. It specifies how much strength the cement must gain over 3 days, 7 days, and 28 days. It also limits the amount of harmful chemicals like magnesia and sulfur. These limits are very important.  

The Standard Mark and Certification

The BIS certification process ends with the right to use the Standard Mark. You know this as the ISI Mark. This mark is a symbol. It tells everyone that the product has been tested. It proves the cement meets the standards set by the BIS. You cannot sell your PPC cement in India without this mark. It is a mandatory requirement.

To get the license, you have to do a few things. 

  • You must first set up a factory. This factory must have a laboratory.
  • Hire qualified lab personnel who know how to do the tests correctly. 
  • The factory needs to follow strict quality control methods. 
  • The whole factory process is inspected by a BIS officer. They take samples of your finished product. Only when they are fully satisfied with your quality control, you will receive the license. 

This license is not permanent, you must renew it regularly, it proves continuous commitment to quality.

Factory and Lab Setup

The BIS process starts right inside your manufacturing unit. Your factory must be designed correctly. It must allow for the easy and safe handling of all materials: the clinker, the gypsum, and the fly ash. Everything must be stored properly. Preventing contamination is key. A small amount of dirt can ruin the whole batch of cement.

The most critical part is your in-house testing laboratory. The BIS needs to see that you can test every single batch you produce. They look for specific equipment. You need a compression testing machine to check the cement's strength, of course. You must have all the equipment listed in the IS 1489 Part 2 document, every single item. This lab should have a well-documented system. Every test result must be recorded.

The Application Steps :

The application process has clear steps, it is not too complicated.

  1. Application Submission: You must first apply to the BIS. You use their online portal for this now. You need to pay the application fee.
  2. Factory Inspection: A BIS officer visits your factory. They check the production process. They check your quality control systems. They check the lab and all the equipment, very closely.
  3. Sample Testing: The officer takes a sample of your PPC cement. This sample is sent to an independent BIS-approved lab. The lab tests the sample against all the requirements of IS 1489 Part 2. The cement must pass all tests!
  4. Grant of License: If the inspection is good, and the test reports are good, you get the license. You can then use the ISI Mark on your cement bags. This official stamp lets you sell your product legally and with authority.
