If you make, import or sell standalone SMPS units with maximum output voltage up to 48V in India you’ve probably heard about the BIS Compulsory Registration Scheme (CRS) and the standard IS 13252 (Part 1): 2010. What you might not know is just how strict the rules are and what steps you have to take to ensure your products clear customs and reach customers smoothly

What Is a Standalone SMPS (up to 48V)?

An SMPS Switch Mode Power Supply is the device that converts electricity from the mains into regulated DC voltage. When we say “standalone” with output voltage up to 48V, we are talking about power supplies used on:

  • Network equipment
  • Routers and telecom systems
  • LED lighting
  • Industrial instruments
  • Small power electronics

These are not embedded SMPS inside another device. These are independent units that you sell as finished products.

What IS 13252 (Part 1): 2010 Is All About

This standard focuses on safety of electrical and electronic equipment. It does not check how fast your SMPS turns on or how efficient it is. It looks at risks like:

  • Electric shock hazards
  • Overheating and fire risks
  • Insulation quality
  • Internal wiring safety
  • Earth leakage and grounding
  • Temperature rise limits

In simple terms, the standard says: If a consumer plugs this product into a wall socket it should not cause electric shocks, fire or fail dangerously

Why You Need BIS CRS Registration

You might think you can sign an invoice and the goods are yours to sell. That’s not the case here.

Under Indian law:

  • If a product is notified under CRS, it must be registered before you sell it in India.
  • Standalone SMPS units (≤48V) are on that list.
  • No licence = no legal selling.

If you try to do business without registration:

  • Customs can stop your goods at the port
  • Retailers may refuse to stock your product
  • Authorities can fine you or detain stock
  • Your product may be blocked from distribution

Who Needs to Register

You need CRS registration if you are:

  • A manufacturer in India producing these SMPS units
  • An importer bringing them into India for sale
  • A brand owner selling them under your label
  • A distributor under a private brand

If you are a reseller of products already registered under a valid BIS licence you still need to verify that the exact model number you are selling is covered under that licence

How You Complete the BIS CRS Registration

This part look simple online, but the details matter.

Step 1: Know the Standard

Confirm right away that your product is governed by IS 13252 (Part 1): 2010. Misclassifying it under a different product code will get your application rejected.
This standard is for standalone electrical/electronic safety, not performance metrics. Label it right.

Step 2: Product Testing in a BIS-Recognised Lab

You cannot register without a proper test report.

Here’s what you typically do:

  1. Send sample units to a BIS-recognised laboratory
  2. The lab tests for:
  • Insulation resistance
  • Creepage/clearance
  • Leakage current
  • Temperature rise
  • Earthing continuity

   3. The lab issues a test report that you include in your BIS application

Step 3: Prepare the Documents

When you apply, you need:

  • Test reports from the recognised lab
  • Product specification sheets
  • Brand and model number details
  • Manufacturing or import documentation
  • Bill of materials and QC process notes

Step 4: Submit Online Application

Now go to the BIS portal:

  • Create an account
  • Choose “Standalone SMPS product”
  • Upload all documents
  • Pay the registration fee

This is not like uploading photos to social media. Be precise. Don’t leave any field blank. If something doesn’t apply write “Not applicable” instead of leaving it empty

Step 5: Respond to BIS Queries

Once submitted, BIS officials may ask for clarification.

For example:

  • “Your test report is older than 6 months. Update it.”
  • “Your product label doesn’t match the model number.”

These questions matter. If you ignore them or delay replies, your application stays pending.

Stay on top of them.

Step 6: Get the Registration Certificate

Once BIS is satisfied with your information and documentation, they issue the CRS registration certificate

This certificate lists:

  • Your company name
  • Product category
  • Model numbers covered
  • ISI mark licence number

Only after this can you legally put the BIS Standard Mark on your product and packaging.

What the ISI Mark Looks Like and Where It Goes

The ISI mark is not just a sticker. It has rules.

You put the mark on:

  • The product body (permanent mark)
  • The product packaging
  • Documentation or user manual

Conclusion

If you want to sell standalone Switch Mode Power Supplies (SMPS) with output voltage up to 48V in India you must comply with BIS CRS registration under IS 13252 (Part 1): 2010.

You can handle this yourself, but many manufacturers find it complex especially when dealing with lab tests, documentation, and portal submissions.

That’s where Agile Regulatory comes in. We know the CRS process inside out. From helping you prepare the right documents to managing lab coordination, filing your application and responding to BIS queries we can support you every step of the way
