BIS ISI Mark Certificate for Portable First-Aid Fire ExtinguishersIf your business manufactures or imports portable first-aid fire extinguishers, you need a BIS ISI Mark Certificate under IS 2190 to sell your products in India. This certification is mandatory. It confirms that your fire extinguishers meet strict safety and performance standards. Without this your fire extinguishers are not legally permitted in the Indian market

IS 2190: What This Standard Means

IS 2190 is the Indian Standard Code that governs the extinguishers’ selection, installation, and maintenance. This code helps reduce risks and ensures reliable performance during emergencies. BIS made it mandatory to ensure safety in places like schools, offices, factories, homes and vehicles

To comply with IS 2190 a fire extinguisher must pass several tests—checking for discharge time, pressure, leakage, corrosion resistance and stability. Only when all these conditions are met the extinguisher is allowed to have the ISI mark

Why You Need BIS Certification for Fire Extinguishers

In India, fire safety equipment must meet the ISI standard to be trusted, certified, and sold. The ISI mark indicates three things:

  1. It’s safe to use.
  2. It’s tested under Indian conditions.
  3. It’s approved for public and commercial spaces.

Without this certification, your products may be banned, fined, or rejected in inspections. Moreover, tenders and bulk purchase orders from government or institutional buyers always require ISI-certified goods.

Categories of Fire Extinguishers Covered Under IS 2190

Not all fire extinguishers are covered under IS 2190. The certification applies specifically to first-aid type portable fire extinguishers. These are designed for initial firefighting before the fire spreads.

IS 2190 covers:

  • Water-type extinguishers (stored pressure or gas cartridge type)
  • Foam extinguishers
  • Carbon dioxide (CO₂) extinguishers
  • Dry chemical powder extinguishers

Each of these types must undergo third-party laboratory testing and factory inspections to obtain BIS certification.

Who Should Apply for the ISI Mark Certificate?

This certification is not just for large manufacturers. The following entities must apply for it if they are involved with fire extinguishers:

  • Manufacturers of fire extinguishers in India
  • Importers of extinguishers from other countries
  • Contract manufacturers who rebrand products under their name
  • Startups selling fire safety equipment under private label

Even if you operate on a small scale, you must have BIS certification for legal market access.

The BIS Certification Process Step-by-Step

Getting an ISI mark under IS 2190 includes several steps. Here's how it works:

1. Product Testing

Send product samples to a BIS-recognised lab. The lab will test it as per IS 2190 requirements.

2. Application Filing

Submit Form V with BIS and attach all required documents, including the lab test report.

3. Factory Audit

A BIS officer will inspect your facility. They will review your machinery, process controls, and production capacity.

4. Sample Verification During Visit

During the visit, BIS may collect random samples from your plant for further testing.

5. Grant of License

If all conditions are met and results are satisfactory, BIS will issue the ISI Mark Certificate under IS 2190.

6. Marking on Product

Once certified, you must emboss or print the ISI mark on each extinguisher with your unique license number.

This entire process can take 30–60 days, depending on how quickly you complete your testing and documentation.
