If you’re in the business of importing, selling, or manufacturing rice cookers in India, then you must deal with the BIS Compulsory Registration Scheme (CRS). This is not paperwork you can postpone or ignore.

Without proper BIS CRS registration under IS 302-2-15: 2009, you cannot legally put your rice cookers into the Indian market. This article explains what you need to know in straightforward terms.

What Is BIS CRS Registration?

The Bureau of Indian Standards (BIS) runs a system called the Compulsory Registration Scheme (CRS). Under CRS certain electronic and electrical products must be tested and registered before they can be imported, manufactured or sold in India

A rice cooker falls under this requirement because it is an electrical appliance meant for household use. You cannot just bring a container of rice cookers to a port in India and start selling them. That will invite customs hold, fines, or seizure.

Why Rice Cookers Are Included?

Rice cookers are electrical appliances that work with electricity. They have:

  • Heating elements
  • Switches and wiring
  • Thermostats
  • Plastic / metal housing

All these components have safety implications. If any part is poorly made, users can suffer electric shocks, burns, or fire hazards. That is why the standard — IS 302-2-15: 2009 — exists, and why BIS needs to check rice cookers before they reach your customers.

The government sees safety first — not features, not price, but safety.

What IS 302-2-15: 2009 Actually Means?

This Indian Standard deals with the safety requirements of household electric cooking appliances like rice cookers

In simple words, the standard tests and certifies that:

  • The appliance does not leak current
  • The insulation and wiring are safe
  • The temperature control is reliable
  • The casing does not overheat
  • Users are protected from electrical faults

This isn’t about how good your rice cooker cooks rice. It’s about whether it is safe to plug into a household socket and leave unattended.

So even if you’re importing high-end models from abroad, you still need to prove they are safe under Indian testing standards.

Who Needs BIS CRS Registration

You have an obligation if you are:

  • Importing rice cookers into India
  • Manufacturing rice cookers in India
  • Selling rice cookers assembled or branded by you
  • Distributing rice cookers under your own brand

Even if you’re a small online retailer importing a small batch, the compliance requirement still applies.

If your supplier overseas has a safety certificate from their country, that’s fine as long as you also get a BIS-recognised test report and register under BIS CRS before you sell in India.

If you are not based in India but want to sell here, you must appoint an Authorised Indian Representative (AIR) to register on your behalf.

How the CRS Registration Process Works — A Practical Walkthrough

This process is often misunderstood. Many people think it’s just filling a form. It is not.

Here are the main steps:

Have Questions? Let’s Talk. We’re Just One Click Away.

Step 1: Confirm the Correct Standard

First, ensure that your product falls under the correct standard — IS 302-2-15: 2009. Misclassification is a frequent early error.
If you list it under a different category BIS will reject the application

Step 2: Testing in a BIS-Recognised Laboratory

You must get samples of your rice cookers tested in a lab that is recognised by BIS.

This is important. Not all labs can test for every type of electrical appliance. Make sure the lab is authorised to test under IS 302-2-15: 2009

You send in units of the product and they run safety tests.
When they pass, the lab issues a test report — and this report is a key part of your BIS application.

Keep extra sample units. Don’t send all your stock

Step 3: Prepare Your Documents.

For the application, you will need:

  • Test report from a BIS-recognised lab
  • Model number and brand details
  • Product specification sheets
  • User manual copy
  • Import or manufacturing details
  • Proof of identity of the applicant.

All details must match exactly across all documents. If one document says Model A and another says Model-A BIS may treat that as a mismatch

Step 4: Submit the Online Application

Log into the BIS portal and create your account if you don’t already have one. Then:

  • Select “Rice Cooker” under the product category
  • Upload all supporting documents
  • Pay the registration fees
  • Fill in the application carefully

One small mistake here can cause your application to be returned.

BIS will ask you to correct or re-submit if anything is unclear

Step 5: BIS Review and Registration Issuance.

After submission BIS reviews your application and test reports

If everything is in order BIS issues a CRS registration certificate for the specific models you included

You can now legally use the BIS standard mark on your product and packaging and sell in India

Conclusion.

If you are going to import or sell rice cookers in India you must take the BIS CRS registration under IS 302-2-15: 2009 seriously. This is about safety compliance and legal permission not optional certification

The process involves product testing, document preparation, and careful application filing. It is not a onetime tick-box thing — you need everything aligned correctly before you start selling.

If you want expert help to make this smooth and error-free, Agile Regulatory can assist you throughout the process — from pointing you to the right test lab to preparing your application and following up with BIS until the certificate is issued.
