IS 302-2-76:1999 BIS Certification Requirement for Sec 76 Electric Fence Energizers

If your business manufactures or imports electric fence energizers, you must comply with the IS 302-2-76:1999 standard. Without this certification you cannot legally sell or distribute electric fence energizers in India

This blog explains the meaning of IS 302-2-76:1999, the BIS certification process for electric fence energizers, mandatory rules, required documents, testing stages, and how to stay compliant. If you are a manufacturer, importer or distributor. This article offers the full breakdown in a simple and structured way.

IS 302-2-76:1999 — What Does It Cover?

IS 302-2-76:1999 is a specific safety standard for electric fence energizers which are devices used to power fences with high-voltage pulses. These energizers are designed to control animals or enhance perimeter security. However they deal with electricity so their construction and performance must meet strict safety guidelines

This standard falls under Part 2 Section 76 of the broader IS 302 series which handles electrical safety requirements for various appliances. IS 302-2-76 ensures that these devices do not cause electric shock, fire or interference with other devices

To comply with Indian law all electric fence energizers must meet this standard and carry the ISI Mark

Is BIS Certification Mandatory for Electric Fence Energizers?

Yes As per the Quality Control Order (QCO) notified by the Department for Promotion of Industry and Internal Trade (DPIIT) it is now compulsory for all electric fence energizers to be BIS-certified under IS 302-2-76:1999

This applies to both:

Indian manufacturers

Foreign manufacturers (selling through Indian importers)

Without the ISI mark on your product the product becomes illegal for sale in India and can be seized by authorities

What the Certification Process Looks Like: Step-by-Step

Let’s look at the actual certification process required to obtain the ISI mark under IS 302-2-76:

Step 1: Decide Who Will Apply

If you're a manufacturer you must apply directly. The certification is granted only to manufacturers not to traders, wholesalers or dealers.

Step 2: Choose the Appropriate Scheme

Electric fence energizers fall under the Scheme-I (ISI Mark Scheme) of BIS. That means you must apply for a Product Certification License

Step 3: Prepare the Required Documents

The applicant must gather and submit the following:

  • Business registration documents
  • Manufacturing unit address proof
  • IEC code (for importers)
  • Factory layout and machinery list
  • Details of testing facilities
  • List of raw materials and components
  • Quality control procedures
  • Product drawings and circuit diagrams
  • Sample packaging label with ISI Mark layout

Step 4: Testing of Product Sample

After application, the BIS will ask you to submit samples to a lab approved by BIS. The lab will conduct testing based on IS 302-2-76 requirements such as:

  • Output energy levels
  • Electric pulse intervals
  • Battery input/output tests
  • Insulation resistance
  • Leakage current
  • Weather resistance
  • Durability and electrical safety

Only if the product passes all tests will BIS approve your application.

Step 5: BIS Inspection and Audit

Before the license is granted a BIS officer will visit your manufacturing unit (or your foreign factory if you are outside India). The audit verifies:

  • Machinery and equipment setup
  • Quality assurance systems
  • In-house test capabilities
  • Worker qualifications
  • Cleanliness and safety at the unit

Step 6: License’s Grant and Use of ISI Mark

If your unit passes the inspection and your product clears lab tests BIS grants you a Product Certification License. This allows you to:

  • Affix the ISI logo on your electric fence energizers
  • Market your product legally within India
  • Participate in government supply chains

The license is valid for one year.

Key Testing Criteria Under IS 302-2-76:1999

Your product will be tested under several critical performance and safety parameters. These include:

Parameter Purpose
Output energy rating Ensures no excess shock
Electric pulse timing Keeps gaps between pulses safe
Battery input tests Checks for stable energy flow
Thermal and spark protection Avoids overheating or fire risk
Safety isolation from the fence Prevents ground current leakage
Labeling and marking compliance Ensures correct product info display

The test items must match the IS 302-2-76 specifications.

Penalties for Non-Compliance

If a manufacturer sells or supplies electric fence energizers without BIS certification, the following penalties can apply:

  • Seizure of goods by authorities
  • Legal prosecution under BIS Act, 2016
  • Heavy fines and imprisonment
  • Product bans in Indian markets
  • Blacklisting from government tenders

Timeline and Cost of BIS Certification

Stage Estimated Time Estimated Cost (INR)
Documentation & Filing 1 week ₹10,000 – ₹25,000
Lab Testing 2–4 weeks ₹30,000 – ₹80,000
Factory Audit 1 week ₹15,000 – ₹50,000
BIS License Fee 1 year ₹25,000 – ₹40,000
Renewal (Yearly) Ongoing ₹20,000+

Agile Regulatory

BIS certification is highly technical. It involves precise testing, inspections, documents and audits. Even a single small error can lead to delays or rejection

That’s where Agile Regulatory comes in.
