If you make, import, or sell electrical appliances this new rule changes everything. The ISI Mark is now absolutely required for a huge list of household and commercial devices. This is not a suggestion it is the law.

The government issued the Quality Control Order (QCO) 2025 for these products. It protect every consumer from electrical and fire hazards. Substandard appliances will no longer be allowed on shelves

This new QCO supersedes older regulations. It ensures the entire market meets a single, high safety standard. Selling non-certified goods after the deadline will bring heavy penalties and product seizure.

What IS 302(Part 1): 2024 Covers

The standard guiding this massive change is IS 302(Part 1): 2024. This is the General Requirements document for safety. It applies to nearly all electrical devices used at home or in similar commercial places.

This Indian Standard is now fully aligned with IEC 60335-1:2020. That means India's safety rules are now consistent with global best practices. This harmonization boosts quality and helps exporters.

The standard applies to appliances operating at specific voltages. This covers most items you plug into a wall socket. Even some DC and battery-operated devices are included now.

  • Single-Phase Devices: Rated voltage up to 250 Volts AC
  • Other Devices: Rated voltage up to 480 Volts (includes three-phase and DC)

Appliances Under This Massive Scope

The list of products under this QCO is very long. It includes roughly 90 different types of common appliances. You need to check if your specific product is on this list.

This QCO covers items from kitchen devices to personal care gadgets. It includes appliances used by the hospitality industry too. The general rule is if it uses household current, it is likely covered.

  • Cooking/Heating: Ovens, hobs, electric cookers, water boilers, coffee makers
  • Cleaning: Vacuum cleaners, floor treatment machines, dishwashers
  • Personal Care: Hair clips, electric razors, massaging equipment

The Core Safety Requirements.

The entire purpose of IS 302:2024 is safety. The standard mandates several crucial tests that directly address major risks in electrical devices. The focus is on preventing fire, shocks and injury

Your appliance must pass all these tests at a BIS-recognized lab. This is where you prove the product’s reliability under normal and abnormal use conditions.

Key Safety Checks

  • Electric Shock Protection: Checks to be sure that none of the available parts can provide a dangerous shock to the user.
  • Insulation & Leakage: Verifies the quality of electric insulation and provides low level of current leakages.
  • Heating Test: It checks the highest temperature increase to avoid fire risks and burns.
  • Abnormal Operation: Tests the appliance under fault conditions to ensure safety cutoffs work correctly

Deadlines You Cannot Ignore

The government has given a staggered implementation plan. This schedule depends on the size of your business. Missing your deadline means you cannot legally sell your stock anymore.

This QCO takes effect in March 2026 for large companies. Small and micro businesses get a slightly longer grace period. Use this time wisely to complete the lengthy certification process.

The BIS Certification Procedure.

Getting the ISI Mark follows the Scheme-I process. It involves a factory audit and rigorous product testing. Early preparation is the best way to hit the mandatory deadlines

1. Application Submission.

You must file your application through the BIS online portal first. Submit all company documents and technical details about your appliances. Accuracy here is vital for speedy review

2. Lab Testing Phase.

Send samples of your appliance models to a BIS-recognized lab. The product must pass all the electrical and mechanical safety tests in IS 302:2024. A passing report clears the way for the audit

3. Factory Inspection

Your manufacturing place is next visited by a BIS auditor. They conduct inspection of your production line, quality controls and internal testing equipment. They assure that you are able to deliver the certified quality at all times.

4. License Final Grant

Once testing and inspection reports are fully satisfactory BIS grants the license. You can then legally apply the ISI Mark to your compliant electrical appliances.

Special Provisions and Exemptions

The QCO includes important rules for specific scenarios. Know these details to maintain full compliance without issues.

Goods made only for export are exempt from this QCO. Also, limited quantities (up to 200 units per year) can be imported for research and development. These items must be scrapped, not sold.

There is a provision for existing stock. Products manufactured or imported before the deadline can be sold for six months after the deadline. But you must declare this stock to BIS and have applied for the certification.
