IS 3650:1981: The Blueprint for Durability

The IS 3650:1981 rule outlines the exact materials and manufacturing process required. It defines the required strength for the steel used in the pliers. The standard focuses on the heat treatment process which gives the tool its necessary hardness

Pliers must have two different hardness levels for the job they do. The body needs to be hard enough to resist bending. The cutting edges must be much harder to slice tough material without dulling

The standard requires the main body to have a hardness between 350 and 510 HV (Vickers Hardness). However the critical cutting edges must be hardened much more demanding a range between 510 and 700 HV. This dual hardness ensures both strength and cutting power.

The Five Stress Tests

To earn the ISI Mark the pliers must pass a series of extreme performance tests. These tests are designed to simulate years of hard industrial use. The manufacturer must have an accredited laboratory to conduct these checks daily

1. The Cutting Performance Test

This test checks the main job of the side cutters. The pliers must be able to cleanly cut both hard and soft materials. They are tested on specific diameters of wire without showing any damage or deformation on the cutting edges afterward.

2. Jaw Gripping Test.

The gripping part of the pliers must hold materials without slipping. They are tested to ensure they can securely hold tubes or round rods under pressure. The jaws must not crush the material excessively but must hold it firmly

3. Torsion and Shock Tests.

These checks simulate accidental misuse or dropping the tool. The Torsion Test ensures the pliers do not twist or warp permanently when used for bending thick wire. The Shock Test checks the tool's resilience against sudden heavy impacts

4. Handle Load and Insulation

The handles must withstand great force without permanent damage. This is confirmed by the Handle Load Test. For pliers with insulated handles, an additional electrical test is mandatory. 2. Application and Technical Review

The formal application is submitted online to the BIS. This includes the manufacturer’s technical data, details of the production process, and the factory layout map. All documents must be correct before the process can move forward.

3. Factory Audit and Inspection

A BIS officer conducts a mandatory physical audit of the plant. The officer checks the manufacturing process, the machinery, and the competence of the quality control staff. 

4. Independent Testing

The BIS officer seals product samples during the visit. These samples are sent to an authorized third-party laboratory. 

5. License Grant and Marking

If both the factory audit and the external test results are successful, the BIS grants the license. The manufacturer is then legally allowed to use the ISI Mark on the product and its packaging.
