If you manufacture V-belts, you already know they don’t get much attention until something goes wrong. A belt slips. Power drops. Machines slow down. Someone starts checking motors, pulleys, alignment only later does the belt get blamed.

Because this happens often, and because low-quality belts cause repeated failures, BIS stepped in long ago. General purpose endless V-belts are not treated as casual components. They are regulated. If your product fits under IS 2494 (Part 1): 1994, BIS expects certification. Not suggestions. Compliance.

This is where ISI registration comes in.

What “General Purpose” Actually Means Here

General purpose does not mean unimportant.

These endless V-belts are used across industries where machines run daily, sometimes nonstop. They are not meant for explosive zones or fire-risk environments, but they still carry load, transfer torque, and affect efficiency.

You’ll see them in:

  • industrial machines
  • pumps and compressors
  • agricultural equipment
  • small manufacturing units
  • workshops and processing lines

A belt that stretches too early or loses grip causes downtime. That costs money. BIS regulates this category to avoid exactly that.

Where IS 2494 (Part 1): 1994 Fits In

IS 2494 is the Indian Standard for V-belts.
Part 1 applies only to general purpose endless V-belts.

This part of the standard focuses on very basic things, but those basics matter:

  • whether the belt dimensions are correct
  • whether it handles load properly
  • whether elongation stays within limits
  • whether performance remains consistent

BIS is not testing innovation here. It is testing reliability.

Is ISI Certification Mandatory?

Yes. There is no alternate interpretation.

If your product falls under IS 2494 (Part 1): 1994, you cannot sell it legally in India without ISI certification.

This applies to:

  • Indian manufacturers
  • foreign manufacturers exporting to India
  • importers selling under their own brand

BIS has notified this category under compulsory certification. Selling without ISI can lead to seizure, penalties, or both.

Who Has to Apply?

If you are connected to the product commercially, BIS considers you responsible.

That includes:

  • manufacturers
  • brand owners
  • importers
  • overseas manufacturers

If you are outside India, you must appoint an Authorized Indian Representative (AIR). BIS will not proceed without one.

Testing Under IS 2494 Part 1

Testing is straightforward but strict.

Your belt must be tested only at a BIS-recognised laboratory. BIS does not accept reports from private labs, even if they are technically capable.

Tests generally look at:

  • tensile strength
  • elongation
  • load performance
  • dimensional accuracy
  • physical condition

If one parameter fails, BIS does not “adjust.” The application pauses or ends.

Documentation Is Not Optional

Many manufacturers underestimate this part.

BIS does not certify samples alone. It certifies your ability to manufacture consistently.

You will need documents that explain:

  • where and how the belt is made
  • what raw materials are used
  • how quality is checked
  • what testing is done in-house

During inspection, BIS officers compare documents with reality. Mismatch causes delay.

How the ISI Registration Process Works (Steps)

This is how it usually plays out, without theory.

Step 1: You confirm that your belt falls under IS 2494 (Part 1): 1994.

Step 2: You submit the ISI application through the BIS portal.

Step 3: Samples are sent to a BIS-recognised lab for testing.

Step 4: A BIS officer visits your factory. Machinery, process, and testing setup are checked.

Step 5: BIS reviews inspection notes and lab reports together.

Step 6: If everything matches the standard, the ISI licence is issued.

After this, BIS may still inspect again. Certification is not a one-time event.

Licence Validity and Renewal

The licence is usually valid for one or two years.

Renewal is not automatic. BIS checks whether:

  • quality has been maintained
  • production has changed
  • complaints exist

Sometimes fresh testing is required. Sometimes inspection repeats.

Why This Certification Matters in Practice

This is not just paperwork.

ISI certification:

  • increases buyer confidence
  • is required for government supply
  • reduces rejection during audits
  • limits liability if failures occur

Many buyers will not even evaluate non-ISI belts anymore.

Where Applications Usually Get Stuck

Delays happen for predictable reasons:

  • testing done at wrong labs
  • incomplete documentation
  • no proper in-house testing
  • mismatch between declared and actual process
  • incorrect ISI marking

Most of these are avoidable.

Conclusion

If you manufacture or sell general purpose endless V-belts, ISI certification under IS 2494 (Part 1): 1994 is mandatory. It protects buyers, improves product consistency, and keeps you compliant with BIS regulations.
