Bureau of Indian Standards (BIS) has issued a standard titled IS 18509:2023 – Cross‑recessed Countersunk Head Wood Screws – Specification. This standard sets out the technical and quality requirements for wood screws that have a cross‑recessed head and a countersunk (flush) finish. 

The scope covers screws with thread diameters in the range of 2 mm to 8 mm. 

The idea is to ensure that these fasteners meet a uniform set of standards for dimensions, hardness, mechanical strength and marking so that users (carpenters, furniture makers, builders) get reliable, safe and durable screws

Why IS‑Mark Certification Is Now Mandatory

In 2025 the government issued a Quality Control Order (QCO) under the responsibility of the Ministry of Commerce and Industry making BIS certification mandatory for cross-recessed countersunk‑head wood screws sold in India 

Under this order:

  • All screws under IS 18509:2023 must carry the Standard Mark (“ISI mark”) under a valid BIS license.
  • The requirement applies whether the screws are manufactured domestically or imported (for sale in India).
  • Failure to comply — i.e. selling non‑certified screws can lead to penalties under the BIS Act 2016

Thus for manufacturers, importers and distributors obtaining BIS certification is no longer optional it is a legal requirement.

  • Thread Diameter Range: Applicable for screws with thread diameter from 2 mm up to 8 mm
  • Hardness Requirements: Screws must meet minimum core hardness (measured as per relevant BIS method). Surface hardness and core hardness limits are specified to guarantee strength.
  • Dimensional Accuracy: Head style, recess type (cross‑recess), screw length, material specification (e.g. steel, stainless steel, brass) all must be as per standard. The screws’ designation must clearly state thread size, length, material and recess type. Example: “IS 18509 – 4 × 20 – Steel – H”.
  • Marking and Packaging: Each package must be marked with required information — including designation, coating (if any), manufacturer’s name or trademark, and type of cross‑slot.
  • Testing: The screws undergo tests (like torque test, mechanical performance tests) to ensure they meet performance and safety criteria

Meeting these criteria ensures that the screw will perform reliably in woodworking and carpentry giving proper mechanical strength, a flush finish and durability

Who Needs Certification — And Who May Be Exempt

The QCO applies broadly — but there are a few carve-outs.

Mandatory for:

  • Manufacturers producing screws for domestic sale.
  • Importers bringing in screws specifically for sale in India
  • Distributors, wholesalers, retailers dealing in screws covered under IS 18509

Exemptions include:

  • Screws manufactured domestically solely for export purposes.
  • Screws imported as part of finished products or sub‑assemblies (i.e. not standalone screws).
  • Small or micro enterprises (registered under the Udyam portal / MSME scheme) sometimes enjoy delayed compliance windows.
  • Limited quantity imports (e.g. up to 200 kg per year) for research and development by Original Equipment Manufacturers (OEMs), provided these are not sold commercially and proper records are maintained.

Thus while the standard is mandatory, certain limited cases are given flexibility but selling uncertified screws remains prohibited.

What This Means for Manufacturers, Importers and Buyers

For manufacturers and importers:

  • They must apply to BIS under the relevant certification scheme (Scheme I, Schedule II) to get a valid licence and use the ISI mark.
  • They must ensure their production — material, dimensions, hardness, testing — fully align with IS 18509:2023 requirements.
  • Packaging and marking must comply with standard requirements before marketing or sale.

For buyers — woodworking firms, furniture manufacturers, carpenters, retail buyers:

How to Certify Screws under IS 18509.

  1. Design and manufacture: Check thread diameter, type of head, material, cross-recess slot, coating and other requirements by comparing with those specified in IS 18509
  2. Testing: Conduct hardness and torque and other mechanical tests in line with BIS-approval of testing procedures.
  3. Apply under Scheme I ( Schedule II) to get BIS licence and right to carry ISI mark on products.
  4. Marking and labelling: Label packages with details needed screw designation, material, coating, manufacturer name/trademark, type of cross-slot.
  5. Quality control & documentation: Keep documents in case of any exemptions (e.g. micro enterprise, R&D import)
