It is a must that any Indian Food Business Operator (FBO) intending to export any food products irrespective of whether they are a trader or a manufacturer. They must secure an FSSAI Central License. This license assures you that you have satisfied the high standards of quality set by the Food Safety and Standards Authority of India. Central License: For large Food Business Operators (FBOs) with a turnover exceeding ₹20 crore, or and this is the important part, those engaging in certain specific activities like export and import

The Two Essential Codes

IEC (Import-Export Code): This code issued by the Directorate General of Foreign Trade (DGFT), is the primary requirement for engaging in any cross-border trade. You must have this code
Company Registration/Proof of Business: You must prove that your business is a legitimate legal entity. This involves having a valid Company Registration Certificate, a Partnership Deed or an Udyam Registration (for MSMEs). You must also have a valid Permanent Account Number (PAN) and Goods and Services Tax (GST) registration

The Online Registration Process

In 2026 the entire FSSAI licensing process is handled online through the Food Safety Compliance System (FoSCos) portal. It is a streamlined digital system.

Category Selection: You log onto the FoSCos portal. You select the Central License option. You select the type of business activity for example, "Exporter" or "Manufacturer and Exporter."
Application Form B: You fill out Form B online. This form asks for extensive details about your product categories, your manufacturing capacity (if applicable), and your business address. You must be very careful when you enter your food product category. Choosing the wrong category will lead to rejection
Document Upload: You upload all the scanned copies of the documents listed above. The portal checks for file format and size
Fee Payment: You pay the required licensing fee online. The fee varies depending on the number of years you apply for (up to five years).
Application Submission: Once the form is complete and the fee is paid you submit the application. You receive an application reference number

After submission your application enters the verification stage. The Central Licensing Authority scrutinises every detail you provide

Scrutiny: FSSAI officials check if your business type and declared capacity match the documents. They focus heavily on your FSMS plan. They want to know you take safety seriously
Inspection: For manufacturers and large processors, the FSSAI may send an inspection officer to your premises. This officer checks the physical condition of your unit, the hygiene levels, the storage areas and whether you are following the safety plan you submitted. Passing this inspection, is the last big hurdle
Issuance: If the application is clean, the documents are correct, and the inspection is successful, the FSSAI grants the Central License. You download the digital license from the FoSCos portal

The entire process from application to license issuance can take between 45 to 60 days
