The RNI to PRGI Digital Mandate

For a very long time, the governing body was the RNI. That stood for the Registrar of Newspapers for India. That name has been replaced by the Press Registrar General of India (PRGI).

This office change is due to a new national law. The new law is the Press and Registration of Periodicals (PRP) Act, 2023. This Act has replaced the old colonial law from 1867.

The Press Sewa Portal

The Press Sewa Portal is the single point of entry for your application. This online system hosts all forms and processes. It removes the need for physical paperwork and repeated office visits.

The portal allows you to complete the key steps at the same time. You can apply for your title and registration simultaneously. This streamlined system is a major benefit for new publishers in Bangalore.

The Three Phases of PRGI Registration

The path to getting your official license is now clearly mapped out online. The process ensures both central checks (PRGI) and local checks (Bangalore DM) are completed.

The three main phases are:

  • Owner Profile and Title Verification: The owner sets up an account and submits preferred names for official approval
  • Publisher Application and Local Review: The publisher submits the main registration form, which triggers a background check by the local Bangalore authority
  • Final Certificate Grant: After all checks are complete, the PRGI issues the digital Certificate of Registration

Phase 1: Securing Your Publication Title

The first step is for the owner of the periodical to register on the Press Sewa Portal. You must create an account and then propose your publication's name or Title

You should submit several title options. You can submit up to five different names for the PRGI to check. The PRGI checks all these against a national database of existing publications.

The title must be unique and appropriate. It cannot be similar to any other name in the same language anywhere in India. The title must also not carry any negative or misleading meaning

Phase 2: The Local Check in Bangalore

This is the most crucial step involving the state government. The District Magistrate (DM) or Collector of your district (e.g., Bangalore Urban) is known as the Specified Authority.

The DM’s job is to ensure the publisher is honest and suitable. They verify that the applicant has no major criminal history. This is a mandatory check for the security of the press.

When you submit your application online, it goes to two places at once. It goes to the PRGI office and the local DM's office in Bangalore

The DM's office then reviews the application details. They are required to give their comments or a No-Objection Certificate (NOC). The new law sets a clear time frame for this check. The DM must respond within sixty days of receiving the digital application.

If the local authority in Bangalore does not reply within the 60-day limit, the PRGI can still proceed. This provision ensures the state check does not cause undue delay to the publishing process.

Phase 3: Final Certification and Compliance

Once the DM's review window closes and the title is verified the PRGI office conducts the final check. They verify all documents and ensure the printing press is also registered on the portal

You must pay a mandatory processing fee online. This fee is currently set at Rs. 1,000. The publisher then officially submits the final application using an Aadhar-based e-signature.

The PRGI then issues the final Certificate of Registration. This license is issued digitally from the Press Sewa Portal. This certificate is the full legal permission you need to start.

After getting the license, you must always maintain compliance. You must file an Annual Statement online every year by May 31st. This tells the PRGI about your circulation and business status.
