The RNI Registration system has ceased to exist in its old form.
Starting 1 March 2024, the Press and Registration of Periodicals (PRP) Act 2023 will govern all newspaper registrations in India. The RNI office is currently called the Press Registrar General of India (PRGI). “Everything is done through the Press Sewa Portal (presssewa.gov.in).
Two things changed fundamentally:
Title verification and registration now happen together in one online process not as two separate stages. And there is no physical submission required anywhere. No district magistrate visits, no manual declarations, no trips to a government office.
Publishing without a PRGI Certificate of Registration violates the PRP Act, 2023. Beyond the legal requirement:
Only registered publications can be empanelled for government ad budgets
Private advertisers treat unregistered publications as illegitimate
No one else can register the same or similar title in your language and state
Journalist credentials and press cards require a registered publication
PRGI authenticates certificates for newsprint duty benefits
Your proposed publication must qualify as a "periodical" under the PRP Act a publication containing public news or comments on public news, printed at regular intervals. Books and academic journals are excluded.
Your title cannot be identical or deceptively similar to an existing registered title in the same language and state. Government body names, international organisation names (UN, WHO), and digital terms like ".com" or "e-" are not allowed in titles.
You can only apply for one title at a time. A new application is not accepted until your previous title's registration has been submitted.

The Eligibility and Content Affidavit declares that your content qualifies as public news under the PRP Act. Use only the current format from prgi.gov.in outdated formats cause deficiency notices.
RNI or PRGI Registration for Magazine in India
Create your account on the Press Sewa Portal. Fill Part A applicant details, proposed title, language, publication frequency and place of publication. E-sign using Aadhaar OTP.
PRGI checks whether your title is available and complies with guidelines. If it conflicts with an existing title or violates naming rules the application does not proceed. Title allotment and registration are simultaneous there is no separate title reservation certificate.
Once PRGI clears the title, you fill Part B title details, price, publisher, editor, printing press, and publication address. Upload the Eligibility and Content Affidavit. Pay the statutory fee through Bharatkosh. The portal generates a unique 10-digit Application Reference Number (ARN).
Under the PRP Act 2023 printing a first issue is not a prerequisite for receiving your Certificate of Registration. Your certificate is issued after the online process is complete and PRGI is satisfied. Once issued your newspaper can legally begin publication.
All documents are uploaded through the Press Sewa Portal. There is no separate physical submission to any magistrate or PRGI office. If PRGI raises deficiencies, respond within the stipulated time through the portal.
PRGI issues the Certificate of Registration digitally. Download it from your Press Sewa Portal account. This is the RNI Certificate Registration equivalent under the new law your legal authorisation to publish.
Fees are prescribed under PRP Rules 2024 and paid only through Bharatkosh. PRGI charges nothing beyond the statutory amount verify current fee amounts on the portal before submitting.
Processing depends on application completeness. Most complete applications process within 30 to 60 days. Deficiency notices restart the clock.
PRGI Registration 2026 process is much easier than what RNI had asked for. One portal to the web, no magistrate visits, no stacks of paper forms.
What it does need is accuracy a clean title and the right documents and the right compliance set up from day one.

1. Is RNI still applicable in 2026?
