The transition from the Press and Registration of Books (PRB) Act, 1867 (which governed the RNI) to the new PRP Act, 2023, is a huge step. The old system was slow. It was full of paperwork. RNI is Now PRGI and the Online Portal

The biggest change affecting UP publishers today is the online portal. It is called the Press Sewa Portal. The entire process of starting a publication—from choosing a name to getting the final certificate—now runs through this online system. You cannot do it offline anymore. The old term, RNI, is finished. We now deal with the Press Registrar General of India (PRGI).

The role of the District Magistrate (DM) in UP districts has also changed a lot. Under the old rules, the DM's authentication of the publisher's declaration was the critical first step. It was often a bottleneck. Under the PRP Act, 2023, the DM's role is much smaller. The DM is now the Specified Authority in the State Government. 

When you apply online the PRGI office sends a request to the DM's office automatically. The DM is expected to send back comments or a No Objection Certificate (NOC) within a set time, usually 60 days. If the DM does not reply fast enough the PRGI can move forward anyway. This new rule prevents endless delays. It protects the publisher’s timeline. This means publications can start in Varanasi or Meerut much quicker than before.

The New Registration Path

The new registration path for periodicals in Uttar Pradesh is streamlined. It has four important steps you must complete on the Press Sewa Portal.

First: Owner and Title Selection. The Owner of the periodical signs up first. They create a profile. They propose several Title options. The portal checks these titles against all existing registered titles across India, not just in UP. This check ensures your name is unique. The PRGI verifies the title quickly

Second: Publisher Appointment. The owner then uses the portal. They use it to appoint the Publisher. The publisher is the person responsible for the actual printing and distributing of the periodical. The publisher must also create a profile on the portal.

Third: Printer Intimation. The Publisher then designates the Printer or the printing press owner. The printing press owner must also sign up on the Press Sewa Portal. They have to file an online intimation with both the PRGI and the local Specified Authority (the DM). Importantly, the printer no longer needs to file a separate declaration or get authentication from the DM's office for the printing press.

Fourth: Final Registration. The Publisher submits the main registration application online. They use Aadhar-based e-signatures. They pay the fee through the Bharatkosh gateway. Once the PRGI gets the application and the DM's comments, they issue a digital Certificate of Registration. The certificate has a QR code

The new PRP Act, 2023, is much kinder than the old law. The old law was harsh. It included jail time for many minor mistakes. The new law has substantially decriminalized many procedural issues.
