Understanding the Legal Shift

You may remember the old name, RNI. That stood for the Registrar of Newspapers for India. The new, official name is the PRGI, or the Press Registrar General of India.

This important change happened because of a new law. The new law is the Press and Registration of Periodicals (PRP) Act, 2023. This Act replaces a very old law from the year 1867.

The new Act only covers periodicals—meaning things printed regularly. It does not cover books or simple journals anymore. Every single publisher in Madhya Pradesh must follow this new legal mandate.

The New Digital Gateway

The biggest change is the shift to a digital system. The entire registration process now happens online. The government’s official website is called the Press Sewa Portal.

This portal is where you file every application and submit all documents. It removes the need for long queues at government offices. This makes the entire process faster and much more open.

The new system allows the PRGI to check applications quickly. It helps them issue the final license sooner than before. Publishers must master this online portal completely.

Step 1: Claiming Your Unique Publication Title

Your very first step is choosing a good name for your publication. This name is called the Title. You must create an owner profile on the Press Sewa Portal to begin. You should submit several title choices. You can propose up to five different names in order of preference. The PRGI checks all these names against a national database.

The name must be unique. It cannot be too much like any title already in use in India. The PRGI has strict guidelines on what names they will not allow.

The DM is called the Specified Authority under the new law. They check the background and honesty of the publisher. Their verification is a major part of the legal process.

You must fill out a special form called the Declaration (Form-I). After the PRGI verifies your title, you must print the title letter. You take this letter and the filled Declaration form to the DM’s office in your district.

The DM's office then physically authenticates your form. This means they check your identity and sign the declaration. This step confirms that you are a suitable person to run a publication.

This local authentication is mandatory for any publisher in Bhopal, Indore, or other MP districts. You cannot proceed to the final registration without the DM's signed approval. This is the crucial point to remember for compliance in 2026.

Step 3: Final Submission and Certification

After getting the DM’s signature, you go back to the Press Sewa Portal. You must upload the officially authenticated Declaration (Form-I). This piece of paper is the most important legal document.

The owner must appoint a publisher and a printer on the portal. The printer must also create a profile and register their printing press online. This ensures that the press is also legal.

You must pay a mandatory processing fee through the portal. This fee is currently Rs. 1,000. The publisher then uses an Aadhar-based e-signature to submit the full application.

The PRGI then reviews the complete file. They check the title, the declaration, and all documents. If everything is correct and compliant, they issue the final Certificate of Registration
