In 2026 the rules for this registration are new and simplified. You must register your publication with the Press Registrar General of India (PRGI). This rule is key for starting any periodical in Maharashtra, including Mumbai and Pune

Understanding the New Law

You may have heard of RNI or the Registrar of Newspapers for India. That old name is now gone. The office is now called the Press Registrar General of India (PRGI)

This change happened under a new law. The new law is the Press and Registration of Periodicals (PRP) Act 2023. This Act replaces a very old colonial law from 1867

The change aims to make the registration process simpler. It moves everything onto a digital platform. This new system helps new publishers start their business much faster than before

The New Digital System: Press Sewa Portal

The entire registration process now happens online. This digital system is called the Press Sewa Portal. It removes the old need for paper applications and many office visits

The portal allows you to complete major steps at one time. You can apply for your title and registration together. This simultaneous approach saves you a great deal of time and effort.

Three Main Stages of the PRGI Process

The path to getting your Certificate of Registration has clear, sequential steps. The process begins with the owner of the publication. It ends with the final approval from the PRGI office.

The whole registration plan works in three main parts:

  1. Owner Profile Creation: The owner of the periodical starts the process online. They submit the desired title options.
  2. Publisher Application: The appointed publisher fills out the main registration form. They provide details of the printing press.
  3. Final Certificate Grant: The PRGI reviews all details and grants the official license

Stage 1: Title Verification for Maharashtra

You must first choose a unique name for your publication. The name is called the Title. You must submit several title choices on the Press Sewa Portal.

The PRGI checks if your chosen titles are already in use. They check both in Maharashtra and across all of India. The title must not be too similar to any existing publication's name.

The title must also not carry any negative meaning. It must not use the name of a national leader. The best practice is to submit five unique names to speed up the approval process.

Stage 2: The Local Authority Role in Mumbai and Pune

Under the old RNI law, the District Magistrate (DM) had a large role. They had to authenticate paper declarations. The new PRP Act makes this step much simpler and faster.

The DM or Collector is now known as the Specified Authority in the state. In Mumbai and Pune this office still plays a vital background role. They review the publisher’s character and background.

When you file your application on the Press Sewa Portal, it goes to two places at once. It goes to the PRGI office and the Specified Authority in your district

The DM's office has a 60-day window to send their comments or a No Objection Certificate (NOC). This check confirms the publisher is suitable for the role. After this period the PRGI can move forward with the application

This change means you no longer visit the Mumbai or Pune DM office repeatedly. The entire communication is handled digitally. This makes the local step much faster for publishers

Stage 3: Final Certification and Compliance

Once the title is verified and the local authority checks are done, the PRGI reviews the final application. The publisher must ensure all details about the printer are correct. The printing press must also be registered on the portal.

You pay a small, mandatory fee online through the portal. This processing fee is currently about ₹1,000. The publisher uses an Aadhar-based e-signature to submit the final form.

After the final review, the PRGI issues the Certificate of Registration. This digital certificate is the legal license you need. You can then download it directly from the Press Sewa Portal.

Once registered, you must adhere to all compliance rules. You must print the PRGI registration number on every issue. You also have to file your Annual Statement online every year.
