Understanding the RNI to PRGI Shift

For many decades, the authority was known as the RNI (Registrar of Newspapers for India). That name is officially retired. The new and current office is the Press Registrar General of India (PRGI).

This change comes from a new national law. This law is the Press and Registration of Periodicals (PRP) Act, 2023. This Act took effect to modernize the media landscape.

The new law does away with many old, slow paper processes. It aims to make registration faster and more open. It only covers periodicals, which are items printed at regular intervals, like a magazine or daily paper.

The entire registration journey now runs on an official online system. This system is called the Press Sewa Portal. Publishers must use this site for every single step of the process.

The portal allows for simultaneous application filing. You do not have to wait for one step to end before starting the next. This digital approach removes the need to constantly visit government offices.

The Three Stages of PRGI Registration

The new process requires coordination between the owner, the publisher and the local district office. The steps are structured to check all legal requirements clearly

The three main stages of the process are:

  1. Owner Profile and Title Verification: The owner of the periodical establishes their credentials and proposes the name
  2. Publisher Application and Local Comment: The publisher submits the main registration form online, triggering a mandatory review by the local DM.
  3. Final Certificate Grant: PRGI issues the official license after all checks are successfully completed.

Step 1: Claiming Your Title on the Portal

The owner of the periodical must first create their profile on the Press Sewa Portal. Once the profile is set up, you can propose the name, or Title, of your publication.

You can submit up to five different names for checking. The PRGI checks all these names against its national register. The purpose is to ensure no two publications share the same or a very similar name.

Step 2: The Critical Role of the Jaipur District Magistrate

Even though the filing is online, the local authority remains vital. In Rajasthan the District Magistrate (DM) or Collector of your district (e.g., Jaipur) serves as the Specified Authority

The DM’s main job is to verify the identity and character of the person applying. This ensures that the power of the press stays with honest citizens. The DM verifies the applicant has no adverse criminal history.

When you submit your application and pay the fee (around ₹1,000), the portal sends the file to the PRGI and the local DM at the same time. The local DM then uses their dedicated dashboard on the Press Sewa Portal to review the case.

  • The true identity and suitability of the owner and publisher.
  • The actual location of the printing press premises.
  • Confirmation of no history of major crimes or security concerns.

The DM’s office must furnish its comments or a No-Objection Certificate (NOC) within sixty days. This time is set by the law. If the DM does not reply after 60 days, the PRGI can move forward with the application.

Step 3: Final Certification and Compliance.

After the local check, the PRGI conducts its own final review. They ensure all documents are correct and the title meets all standards. They also check that the printer has registered their press online.

Once satisfied, the PRGI issues the final Certificate of Registration. This license is issued digitally through the Press Sewa Portal. This is the legal authority you need to begin printing and circulating.

The final certificate includes your unique Registration Number. You must print this number on every issue of your magazine or newspaper.
