Something that surprises a lot of first-time publishers: the registration process they've been researching under the name "RNI registration" no longer runs through the Registrar of Newspapers for India. Since 1 March 2024, that authority has been replaced by the Press Registrar General of India (PRGI), operating under the Press and Registration of Periodicals Act, 2023. The portal is Press Sewa at presssewa.prgi.gov.in.
That said, the RNI certificate is the legal authorisation without which a newspaper, magazine, or periodical cannot be lawfully published or distributed in India.
The most immediate consequence of publishing without a valid RNI registration certificate is commercial, not legal. Below is the application process for RNI certificate:
The process starts at presssewa.prgi.gov.in. The portal separates the Owner and Publisher roles even if you're both, you create distinct profiles for each. After creating the owner profile, the owner appoints the publisher through the portal, and the publisher uses their own account to fill the main registration form.
The title verification happens first. You submit at least five title options for your proposed periodical. The portal's Probability Meter a built-in feature shows the likelihood each title will clear the verification check against the national database of RNI registered titles.
Your designated printing press must have its own active account on the Press Sewa Portal before you can designate it. A commercially operational press with all its local licences in order is still unusable for your registration if it hasn't registered on the portal.
Form-I is the publisher's declaration. It must be authenticated by a Specified Authority typically the District Magistrate, Deputy Commissioner, or Sub-Divisional Magistrate in your district. The Press Sewa Portal supports Aadhaar-based eSign, meaning DMs and SDMs can digitally authenticate and forward declarations without requiring physical office visits.

How to Complete RNI Registration Online?
The RNI registration details on the certificate publication name, language, periodicity, publication area, publisher name have to stay accurate throughout the registration's life. Any change to these particulars requires a formal revision application through the portal.
Annual statements through the portal are mandatory. PRGI Advisory No. 07 of 2026 opened the e-filing window for FY 2025-26 every publisher with an active registration must file.
Ownership transfers require a separate portal application to formally revise the certificate. The new owner cannot legally operate the publication until the revision is granted.
The new newspaper registration system under PRGI is genuinely more efficient than what it replaced. Applications that would have involved weeks of physical document handling now move through a digital portal in a fraction of that time when everything is in order.
