Verification of the Title

The first and most important step in registering a paper is to validate its title.
This method serves the purpose of ensuring the title's accessibility while also avoiding future complications. The District Magistrate (DM) checks these facts and, if required, grants authority.

To obtain title confirmation, an application is required, which includes:

  • mark Name of the newspaper.
  • mark Name of the owner.
  • mark Language.
  • mark Periodicity.
  • mark The magazine's projected area.


This information must be presented to the appropriate District Magistrate. The DM then checks these credentials before forwarding the application to the RNI. As a result, the RNI issues a letter of title confirmation informing the District Magistrate and author of the title's accessibility.


Before the publication may be released, the publisher must file a declaration to the District Magistrate. You may also get your RNI title confirmation done online.

Authentication of Declaration

After receiving the title confirmation letter from the RNI, you can download the verification letter from the RNI website and submit it to the competent authority (DM/DC/SDM/DCP/JCP/CMM) together with a completed declaration (Form-I) for verification. If the publisher and printer are not the same person, both publishers and printers must submit separate declarations.


For example, if the publishing and printing press are in different districts, both districts must submit separate statements. The publisher can file the declaration from the district or place of publishing, whereas the printer can do so from the district of the printing machine.

Publication of the first issue

According to the PRB Act of 1867, the first issue must be filed within 42 days of the validation of affirmation, whether the periodicity is daily or regular. If the frequency is fortnightly or above, the first issue must be addressed within 90 days after affirmation verification.


For example, if the magazine and printing machine are located in different districts, the date of verification of the magazine's location declaration supplied by the author will be used to calculate the 42/90-day start date of the debut issue. If there is a hold-up in the magazine's initial issue, an updated statement must be filed.


The publication must be printed in the press specified in the declaration. It should only include news, sights, posts, articles, and so forth. In the case of multilingual or multilingual publications, information, viewpoints, articles, and so on must be published in the specified languages.
