Established by the Bureau of Indian Standards Act, 2016 (hence referred to as the "Act"), the Bureau of Indian Standards (BIS) is a legislative entity. Under the standardization framework, BIS establishes standards for covering products and systems. As per the Act, the Ministry of Consumer Affairs, Food & Public Distribution, and the Government of India have designated BIS as the "National Standards Body of India," and it is subject to regulation.
The BIS is a national standards organization that governs and promotes standards for goods and products in India. To test product samples during preliminary and surveillance activities, the BIS has established eight Central, four regional, and three branch laboratories throughout India. The government supports product BIS Certification, despite its voluntary nature, for the following reasons:
BIS certificates can be categorized into different types based on the products and the certification scheme. Below are the main types:
Manufacturers of the products that mandatorily require BIS certification must register under this scheme. Certain items, however, that need obligatory certification are also included in the list of products eligible for streamlined registration.
When obligatory BIS certification products are classified as suitable for streamlined registration, makers of such products should register them using the simplified method rather than the standard approach.
The BIS implemented a streamlined approach to expedite the process of obtaining BIS Licenses. The streamlined approach requires manufacturers of the specified items to apply for BIS certification. The BIS license is issued within 30 days after submitting the BIS certification application using this streamlined approach.
In 2012, the Ministry of Electronics and Information Technology (MeitY) announced the Compulsory Registration Scheme (CRS). It approved the 'Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012' for 15 types of electronics products. However, it later expanded the list of electronic and information technology items covered by the CRS.
The BIS also certifies ecologically friendly items using the ECO mark program. Under this program, BIS categorises all environmental goods that meet the fundamental standards of Indian Standards. The BIS assigns an 'ECO' emblem and an 'ISI Mark' to the items.
The logo and mark show that the product complies with certain environmental standards as well as the quality requirements of the appropriate Indian Standards. The items are issued a single mark that combines the ISI mark and the ECO logo.
Foreign producers or overseas applicants get the specially created ISI mark from the BIS within six months under the Foreign Producers Certification Scheme (FMCS). They may get BIS certification for their goods via the Compulsory Registration Scheme (CRS) and the Compulsory BIS Certification Scheme (Scheme I).
BIS Hallmark Registration is a certification process issued by the BIS. It ensures the purity and authenticity of gold and silver jewelry. Hallmark registration is mandatory for sellers of gold and silver jewelry to show that these items meet specific quality standards.
Depending on the kind of BIS registration scheme, different documents are required. However, in order for a company to receive BIS certification, they must generally submit the following paperwork to the BIS:
Licensing and monitoring procedures are often part of the BIS registration process. The licensing procedure covers the following steps:
Register Online: An applicant needs to register their company on the BIS online portal.
Product Testing: The product will be sent to a BIS-approved laboratory for testing.
Application Submission: The applicant has to prepare and submit the application.
Fee Payment: An applicant needs to pay the BIS fee and the laboratory testing fee.
Oniste Inspection: The manufacturing premises will be inspected by the BIS officer.
Application Review: Following the assessment, the BIS officer will determine the outcome.
Issue of Certificate: Grant of BIS certificate after application verification and inspection.
