Regulating hazardous materials in India is a task the Petroleum and Explosives Safety Organisation has been doing since the 1890s longer than most regulatory bodies anywhere in the world. It started as the Department of Explosives during British rule and what began as the control of detonators and blasting agents has grown to include petroleum products, compressed gases, LPG cylinders, industrial gas equipment and pressure vessels. Today it operates under the Ministry of Commerce and Industry DPIIT with its headquarters at Nagpur and zonal offices at Mumbai, Kolkata, Chennai and Faridabad. Its head is the Chief Controller of Explosives
A PESO license authorises a specific business to conduct a specific regulated activity at a specific location. That location-specificity is the detail most applicants miss early on. A PESO license for gas cylinder filling at your Mumbai plant does not extend to a second facility in Pune even under the same company name. Each facility requires its own application, its own inspection and its own license
The PESO certificate is different from the license, though people use both terms for the same thing. A PESO certificate typically refers to product-level design approval confirmation that a specific gas cylinder design, a pressure vessel specification, or a safety fitting model meets the applicable Indian standard. The license covers what you do at a facility. The certificate covers what the product is. An LPG cylinder manufacturer often needs both: a manufacturing facility license and separate design certification for the cylinder itself

Getting the document set right before you touch the application form matters more than it might seem. PESO's zonal offices issue deficiency notices when anything is missing or inconsistent. A deficiency notice doesn't pause the review timeline it restarts it
Every application category requires the prescribed PESO application form from peso.gov.in, business registration proof (Certificate of Incorporation, GST registration, PAN) and either ownership documents or a registered lease for the premises. Beyond that base:
The site layout plan is where most rejections happen. It must be drawn to scale and must show distances from the facility boundary to roads, neighbouring structures, and any public infrastructure. A rough sketch or a Google Maps printout won't pass scrutiny.

Zonal office selection comes first. Mumbai zone covers Maharashtra and Goa. Kolkata handles eastern states. Chennai covers southern India. Faridabad handles the northern region. Applications going to the wrong zonal office get redirected, and the delay from a misdirected application can run several weeks in either direction.
Online filing through peso.gov.in is available for most license categories.
To apply PESO license online in India, register on the portal
Select the activity category
Complete the prescribed form
Upload documents within the portal's file size specifications. (Some categories and some document types still require physical submission at the zonal office check the portal's current requirements before assuming everything is paperless.)
After submission, the zonal office reviews documents for completeness.
Once the file is complete, a PESO inspector visits the facility. The inspection is non-negotiable no license issues without one.
For PESO license for LPG cylinder manufacturers, the inspection also covers manufacturing equipment calibration and testing setup.
PESO license fees in India are paid either at application or after inspection clearance depending on the category. Fee schedules are published on peso.gov.in.
Petrol pump licenses typically carry a 3-year validity. Other categories range from 1 year to 5 years under the specific rules governing each activity type. The rules governing your activity determine your validity period it's not a one-size-applies.
PESO license renewal must be filed before the current license lapses. An expired license puts you in exactly the same legal position as never having had one the activity is unlicensed regardless of your compliance history. PESO license renewal fees run lower than initial fees but use the same payment channel.
The PESO certificate for importers picture is more layered than a simple application. A foreign manufacturer selling compressed gas cylinders, pressure vessels, or petroleum handling equipment into India must have PESO design certification before the product enters the country either through a formally appointed Indian agent or through a separate product approval in the manufacturer's name.
An Indian importer buying from that manufacturer and reselling domestically is operating downstream of that approval; they don't hold it themselves unless they're also the designated Indian representative.
The PESO license requirement reflects a genuine risk calculus not a bureaucratic exercise. Gas cylinder filling plant failures, petroleum storage fires, and pressure vessel ruptures are incidents with casualty potential. PESO's inspection process, documentation requirements, and NOC chain exist precisely because the margin for error in these facilities is narrow.
