Getting a DG set NOC certificate is mandatory for installing and operating a Diesel Generator in India. The Two-Part Approval System

The process of getting the DG set NOC involves two major government bodies. You must deal with both of them carefully.

Electrical Safety Approval

The first approval is about safety. A diesel generator produces electricity. Any electrical installation must be safe. It must not cause fires or electrocution. The body responsible for this is the Chief Electrical Inspectorate to the Government (CEIG). The CEIG looks at your physical setup. They check the wiring, the earthing system, and the changeover switch. They want to know you are following the rules. Specifically they refer to the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations 2010

You apply to the State Electricity Department or the CEIG office. The application is usually done in two stages. First, you need approval for your Generating Set Plan. This is the drawing of your whole electrical setup. Second, after installation, they perform an inspection. An officer visits your site. They check if the installed DG set matches the approved plan exactly. 

Environmental Clearance: The Pollution Control Board.

The second approval is for the environment. Diesel combustion creates air pollution and noise pollution. The body that manages this is the State Pollution Control Board (SPCB) or the Pollution Control Committee (PCC) in Union Territories. They enforce the rules made by the Central Pollution Control Board (CPCB)

The SPCB gives you permission in two parts: Consent to Establish (CTE) and Consent to Operate (CTO). You need the CTE before you buy and install the generator. It ensures the location is suitable. It checks if the DG set meets specific CPCB norms for emissions and noise limits. You need the CTO after the installation. This allows you to run the generator. 

Essential Documents for Your Application

You must collect all the documents before you start the process. Having everything ready saves you much time. These papers show the authorities your plan is serious and compliant.

  • The Single Line Diagram of your electrical system, drawn by a licensed contractor.
  • A copy of the Building Occupancy Certificate or relevant land proof
  • The Test Report from the manufacturer for your specific DG set model
  • A Work Completion Report and safety certificate from your Licensed Electrical Contractor.
  • Details of the DG set's specification including its power output (kVA/kW)
  • Proof that the DG set has a valid Type Approval from the CPCB, showing it meets emission and noise standards.
  • A Layout Plan clearly showing the generator's location, the acoustic enclosure, and the chimney (stack) height.
  • Consent to Establish (CTE) application forms, which you must get approved first.

The DG Set Compliance Requirements

The biggest reason for the NOC is to control pollution. The CPCB has set clear standards for DG sets. You must know these standards.

Noise Pollution Control

DG sets are loud machines. The rules state a clear noise limit. For DG sets up to 1000 kVA, the sound pressure level cannot be more than 75dB(A) at 1 meter from the enclosure's surface. To meet this your DG set must have an integral acoustic enclosure. This is a soundproof box. 

Air Emission Control

The DG set's exhaust contains harmful gases like Nitrogen Oxides (NO), Carbon Monoxide (CO) and Particulate Matter (PM). The CPCB specifies limits for these pollutants. Your chimney or stack must be tall enough. The height helps disperse the emissions far up into the atmosphere. The DG set itself must meet CPCB norms, often called CPCB-II norms or newer ones for newer engines.
