If you've been shipping food products to China or planning to there's a good chance you've already run into the term GACC registration and wondered what exactly it involves. The short answer: it's the mandatory facility-level registration that every overseas food manufacturer, processor or storage operator must complete before their products can clear Chinese customs. Skip it and your shipment gets held at port. In some cases, it gets destroyed. No appeals, no grace period.
That's not an exaggeration. Since January 1, 2022, when GACC Decree 248 came into force, this has been the lived reality for exporters worldwide including dozens of Indian companies who found out the hard way. This guide is written to make sure you're not one of them.

GACC registration for food export applies to:
Food manufacturers and processing plants of any scale
Aquaculture operations and seafood processors

Cold storage and warehousing facilities that handle export-bound goods
Dairy processors and egg product facilities
Packaged food brands with third-party contract manufacturing

From June 2026, under Decree 280, the boundary between these two tracks becomes a moving target. GACC will publish updated category lists periodically. Check the GACC China website before assuming your product's classification hasn't shifted.

Before anything else, identify your product's HS code and map it against GACC's category list. This classification determines your registration pathway, your document requirements, and your timeline. If you're unsure, a GACC consultant with experience in Chinese customs classification is worth consulting at this stage.
Go to cifer.singlewindow.cn and create a facility-level account. You'll need your company's legal name, country of registration, facility address and the food categories you intend to export. One important point: each individual production establishment must register separately even if they belong to the same company group
The GACC registration process is document-heavy. What you'll need:
Business registration certificate (company incorporation or trade license)
Valid FSSAI central license
IEC code from DGFT
Detailed facility layout showing production, storage, and sanitation areas
HACCP plan or equivalent food safety management system documentation
Complete product list with HS codes
Product labels or packaging drafts that show where the GACC China registration number will appear
Water testing report from a recognized lab
For high-risk categories: official recommendation document from FSSAI or the designated Indian competent authority
For low-risk categories submit through your CIFER account directly. For high-risk, your competent authority takes over the submission. After filing, GACC reviews the application. For some categories particularly seafood and meat a document review may escalate to a remote or on-site facility inspection.
Once GACC approval comes through, your GACC number China appears in the CIFER system. Print it on your product packaging inner and outer both. Here's something that catches people off guard: GACC registration fees on the official CIFER platform are zero. The Chinese government does not charge overseas manufacturers to register. If you encounter a portal charging a "GACC government registration fee," that portal is not official.

For most mid-sized Indian food exporters, the real cost is time and documentation accuracy not government fees.
Your GACC certificate is valid for five years. Renewal must be initiated no later than six months before expiry and this is a hard deadline, not a suggestion. Miss it, and your registration lapses. A lapsed registration means you're off the GACC registration list and cannot legally export to China until a fresh application clears which, for high-risk categories, can take months.
The GACC China list is publicly searchable on the CIFER portal. Your Chinese buyers can see your registration status, your product categories, and your approval date. An expired or absent entry on that list is a red flag in any procurement conversation.

For low-risk categories, self-registration on CIFER is entirely possible if your documentation is solid and your product classification is clear. That said, many Indian exporters work with a GACC consultant for the first application simply because CIFER's interface has quirks, classification errors are common, and a rejection wastes weeks.
No these are two separate documents serving different purposes. A GACC certificate of origin is a trade document that certifies where your goods were produced; it's used under free trade agreements to determine tariff treatment. Your GACC certification or registration credential is the facility authorization that proves your production unit is approved by china GACC to export food.
Once your GACC approval is confirmed, your GACC China registration number becomes searchable on the CIFER portal at cifer.singlewindow.cn. The GACC registration list is public your buyers in China can look you up, and you can verify your own status through your GACC registration login.
GACC registration is not the kind of compliance step you sort out after winning a Chinese buyer. By that point, you're already behind documentation takes time, FSSAI coordination for high-risk categories adds more, and GACC's review isn't instant.
