The Bureau of Energy Efficiency (BEE) certificate for domestic Liquefied Petroleum Gas (LPG) stoves is now mandatory across India. This important government step ensures every stove sold, made or imported meets national thermal efficiency standards. Products must undergo testing to receive a star rating (1 to 5). This rating informs customers about the stove’s actual fuel efficiency. This rule moves LPG stoves from a voluntary scheme to a strict legal requirement fully enforced from January 1 2026. This means your product must show a valid BEE Star Label, proving gas conservation for consumer benefit and national energy goals.

Understanding the Government's Energy Push 

The Energy Conservation Act, 2001 gives the BEE, which works under the Ministry of Power, the authority to set energy rules. This organization helps India save energy. While the program traditionally focused on electricity-using items like refrigerators, the focus now includes everyday cooking appliances. Since most people in India use LPG stoves, making these stoves more efficient saves huge amounts of fuel for the country.

Thermal Efficiency is the critical concept here. It describes how much of the heat your gas stove makes actually gets used for cooking, instead of being wasted. Better efficiency means less LPG waste. The BEE star rating directly uses this percentage.

  • 1 Star: ≥68% and <70% Thermal Efficiency
  • 3 Stars: ≥72% and <74% Thermal Efficiency
  • 5 Stars: ≥76% Thermal Efficiency

Process of BEE Certification 

Getting the BEE certificate for your LPG stove models follows a necessary, step-by-step process. 

Stage 1: Testing by an Approved Lab

You must get your product tested before applying to the BEE. Send three samples of each stove model to a NABL-accredited laboratory. NABL labs are officially approved government agencies. The lab follows IS 4246:2002 procedures; they calculate the thermal efficiency for each burner carefully. They must ensure no negative tolerance is allowed. The resulting Test Report is your most important document; it confirms your model's actual star rating. Do not lose this vital paper!

Stage 2: Company and Brand Registration

You must formally register your company or brand on the BEE's online Standards & Labeling portal. This step officially authorizes your business—manufacturer, importer, or trader—to use the BEE label.

Key documents for this stage include many important proofs:

  1. A standard Covering Letter
  2. Your company's Registration Certificate
  3. The Trademark Certificate for your product brand.
  4. A copy of the valid BIS (ISI mark) License for your gas stoves; without this, you cannot proceed.
  5. ISO 9001 quality management certificate.
  6. A formal Agreement on non-judicial stamp paper between you and BEE.
  7. A signed Letter of Authorization for the person who handles signing.

After paying the security deposit and registration fee and once BEE checks the documents they provide your login details. This gives you access to the model registration stage

Stage 3: Model Registration and Label Use

After company registration you register each individual product model one by one. You will register the 'Two Burner Pro' model and the 'Three Burner Eco' model separately. For each model application, you must upload:

  • The model-specific Test Report from Stage 1
  • A draft of the Sample Label showing the star rating, brand, and efficiency percentage.

You also pay the model registration fee, currently about ₹2,000 per model (Rupees Two Thousand only, please check current rates always!). BEE carefully checks the test data against the efficiency table, verifying the proposed label design. Once BEE gives formal Approval, you get official permission to print and legally affix the star label on every single stove unit you sell or manufacture for that approved model.

Disadvantages of Non-compliance 

Non-compliance after the mandatory date risks your business. Selling an LPG stove without the required BEE Star Label violates the Energy Conservation Act 2001. The government applies serious penalties which can greatly harm your business
