DPCC Portal Update: New Consent and Authorisation Applications Move to UCAMS

If you run a factory, workshop, hospital, hotel, or any other business in Delhi that needs a pollution clearance, there is an important change to note. The Delhi Pollution Control Committee (DPCC) has changed where you apply for your DPCC consent and waste authorisations.

What Has Changed on the DPCC Portal?

According to a notice on the old DPCC portal, the UCAMS Portal is now operational for online submission of applications for Consent and Authorization. Users are requested to submit all new applications at ucams.cpcb.gov.in for a DPCC license. Applications will no longer be accepted through the OCMMS/MHA/MCD portal.

Hence, the old website (OCMMS) is closed for new applications. 

What is UCAMS?

UCAMS stands for Unified Consent and Authorisation Management System. It is a single national website developed by the Central Pollution Control Board (CPCB) for online processing and grant of Consent to Establish (CTE), Consent to Operate (CTO), and various authorisations under the Water Act, 1974, the Air Act, 1981, and rules under the Environment (Protection) Act, 1986.

Instead of each state having its own separate website, everything is now collectively present in one system. The portal supports industry registration, application submission, inspections, laboratory sampling, compliance verification, approval workflows, certificate generation, and monitoring. Along with Delhi, Ladakh and the Andaman and Nicobar Islands have already moved to UCAMS this year.

What Does this Mean for your CTE and CTO Certificate?

A Consent to Establish is the permission you need before you start setting up a unit. A Consent to Operate is the permission you need before you actually start running it. Together, the CTE and CTO certificates are often called the DPCC pollution certificate.

From now on, every DPCC license application request for a new CTE, CTO, or waste authorisation (such as bio-medical, hazardous, or plastic waste) must be filed on UCAMS.

• Fill in your details carefully, because your old OCMMS login will not work for new applications there.

Any Change in the DPCC Fee Structure?

The notice only changes where you apply for DPCC licenses. It does not announce a new DPCC fee structure as of yet.

Under the existing system, DPCC certificate fees depend on three main things: 

1. Your industry category (Red, Orange, Green, or White),

2. Your capital investment, and 

3. The number of years you want the consent for. 

The old portal's fee calculator worked on exactly these inputs. 

So DPCC green category fees are generally lower than Red or Orange category fees, while White category units usually do not need consent at all. Before paying any DPCC license fees, always check the final amount shown on UCAMS, since it is the official source.

The DPCC portal has moved. Whether you need a fresh DPCC certificate or a waste authorisation, UCAMS is now the only door for new applications. Register early, double-check your details, and keep an eye on the DPCC fees structure shown on the new portal.
