  3. Indian Citizenry: The key functionaries and owners, usually a majority, must be Indian citizens. This rule is rigid.
  4. Registered Office: The agency must have a valid office space and business address in the state where it applies for the license.

The PSARA Act is very clear about the quality of the security guards you hire. You cannot just put a uniform on someone. Every guard must undergo mandatory training.

  • Age: Between 18 and 65 years.

The PSARA license application is a state-level process. You must apply to the Controlling Authority in the state where you want to operate. If you want to work in two states, you need two licenses.

The Paperwork and Online Steps

  1. Form Submission: The application is usually submitted through an online portal (or in a prescribed physical form, Form-V). You provide all your business, financial and owner details
  2. Document Attachment: You attach all necessary papers including:
  • Proof of business registration (Certificate of Incorporation etc.)
  • Memorandum of Understanding (MoU) with the recognized Training Institute
  • Affidavits declaring compliance with the PSARA Act rules.
  • Police verification reports for all directors/owners.
  • E.S.I. and P.F. registration documents.

   3. Police Verification: The Controlling Authority initiates a police verification of the applicants and the agency’s premises. This step is critical. The local police check the background of the directors thoroughly
   4.Grant of License: Once the police clearance is received and all documents are found correct, the license is granted. This process can take around 60 days or more.

The PSARA License is not issued forever. It has a specific period of validity and requires mandatory renewal.

Staying Compliant

The license is typically granted for a period of five years. Some states might issue it for one year initially, making sure you are compliant before giving the full five years.

To renew the license you must apply for renewal at least 90 days before the current license expires. You need to submit updated compliance documents especially those related to staff training, E.S.I. and P.F. payments. Failure to renew on time means your license lapses, and you must stop your security operations immediately. Compliance, is not a one-time thing, it is continuous.
