The ISBN registration process in India runs through the official portal at isbn.gov.in. The Raja Rammohun Roy National Agency under the Ministry of Education, Government of India handles all ISBN assignments in India. The service has been free since the system launched here in January 1985.
Individual authors, publishers, educational institutions, universities and government departments can apply
Documents typically required:
Aadhaar card or PAN card (for ID proof)
Proof of address
For publishers/organizations: company registration, GST number or partnership deed
A letter of authorisation (if applying on behalf of an organization).

Steps to register:
Step 1: Sign up at isbn.gov.in Choose Applicant Type
Step 2: Confirm your email address.
Step 3: Complete the applicant profile and upload the required documents
Step 4: Your profile will be approved in 2-4 weeks).
Step 5: Login and apply for a specific title.
Step 6: Enter book information: title, format, language, edition, subject
Step 7: ISBN is allotted and can be downloaded as an ISBN certificate in India.
A separate ISBN is needed for each format of the same title. A paperback and its ePub version are two separate ISBNs even if the content is identical.
The ISSN registration process in India is handled by the ISSN National Centre located at the National Science Library, CSIR-NIScPR, New Delhi. Applications go through the centre's portal at nsl.niscpr.res.in

Publishers and editors of journals, magazines, newspapers, newsletters and any serial publication can apply

Cover page and title page of the publication (or a mock-up if not yet published)
Imprint page showing publisher name, address and publication frequency
For online publications: a screenshot of the active website homepage with the title and publisher visible
Publisher identity proof (organization registration or personal declaration)
Contact details of the editor or responsible person
Steps to register:
Visit nsl.niscpr.res.in and create an account
Submit the publication details: title, frequency, language, publisher, type (print or online)
Upload supporting documents
The National Centre verifies the application typically within 30 working days
Once approved the ISSN is assigned and an ISSN certificate is issued
If your publication comes out in both print and online versions you get two ISSNs one print (P-ISSN) and one online (E-ISSN). A Linking ISSN (ISSN-L) is also automatically assigned to connect both versions in international databases
A significant title change (not just a subtitle tweak) requires a brand new ISSN. Notify the National Centre promptly if your journal changes its name.

Individual journal volumes sometimes get ISBNs in addition to the ISSN this happens when a specific volume is also sold as a standalone book. But the ongoing journal serial always needs the ISSN. One does not replace the other
Unless it is published as part of a series ( eg an online journal or magazine). An individual, non-series standalone ebook will have an ISBN
A one-time conference proceedings volume needs an ISBN. If the same conference publishes proceedings every year as part of an ongoing series with a consistent title, the series can also apply for an ISSN alongside individual ISBNs for each volume
