LMPC stands for "Legal Metrology Packaged Commodity." The LMPC certificate is the Certificate of Mandatory Compliance under The Legal Metrology Act, 2009, and The Legal Metrology (Packaged Commodity) Rules, 2011.
The act looks after the weights and measures of a product. It also makes sure that there is no cheating or resorting to unfair trade practices. LMPC certificate is crucial for everyone who wants to sell or distribute any commodity in a packed condition all over India.
The license is issued by Legal Metrology Department in India. It ensures that a manufacturer and an importer of packaged commodities are compliant with the Legal Metrology (Packaged Commodities) Rules, 2011.

Metrology deals with measurements, and on the same basis, legal metrology is concerned with mass and measures. The two types of products are elaborated with the help of examples:
Pre-Packaged Products: These products are already packed before being offered to the consumer. These goods whether sealed or unsealed have a pre-determined quantity. Examples include paint, chemicals, fuel, and food products. Here are the different categories of commodities covered under the legal metrology scope:
Biscuits
Bread (not buns) Baby food Edible vegetable oils and fats Milk and milk products (unregulated by the FSSAI) Spices and condiments Tea and coffee leaves Sugar and salt Household-packaged drinking water Detergent and soap
Cosmetics and toiletries
Shampoo and conditioner
Toothpaste and mouthwash
Shave cream and gel
Hair and Powder
Hair dye and color material
Other Packed Items:
Stationery items including Pencils Pens Notebooks, etc.
Textile items which include Bed sheets Towels Handkerchiefs, etc.
Electrical appliances, which include Bulbs Batteries Cables, etc.
Hardware items, which include Nails Screws Hooks, etc.
Cigarettes and other tobacco items.
Packaged Goods Requiring Compulsory LMPC Certification in India.
Every person who wishes to import into India any pre-packaged commodity for sale and distribution in India shall register under this Act and obtain the LMPC certificate. You can save time by following the LMPC Registration Online Process and obtaining the license online.
Importers desiring an LMPC in India must submit applications to the Director of Legal Metrology or the relevant controller of the state concerned. Registration for an LMPC can be availed once the application has been accepted. The name and address of the importer will be entered in the register, and only after the issuance of the LMPC certificate will the importer be valid. The validity period of this registration is 1-5 years.
Registrations for LMPC can be taken online and offline. You can apply to the Legal Metrology Department of the concerned state to handle the process. Steps to Register an LMPC Certificate:
Register the authority under which registration will be conducted.
The registration is made with the Legal Metrology Department of the state at their manufacturing unit. Registration is done at the port of entry of pre-packaged commodities with the Legal Metrology Department, India.
Get the Documents Together: Submit the following to register under the LMPC certificate. Missing documents can lead to rejection.
Duly filled application form Issued by the Department of Legal Metrology
Legal evidence of the establishment of business: company registration, partnership deed. Proof for a business premise: property tax receipt, lease agreement, etc. GST registration certificate Packaging and label design of the product Test reports of the product from a government-approved lab in case of a need
Submit the Application Form: After collecting all the required documents, the application form must be submitted to the designated authority. Application can be made in person or online. Pay registration fee: Pay the applicable registration fee as prescribed by the Legal Metrology Department. Inspection and verification: An inspector of legal metrology will visit your business to review the manufacturing process of products and the packaging and labelling of products. LMPC Certificate Grant: The LMPC certificate is granted by the Legal Metrology Department after verification and conformity.The essential documents that are going to be required for LMPC registration are as follows:
