What Is a WPC License?

WPC stands for Wireless Planning and Coordination. The WPC License is an official approval that allows you to operate wireless or radio devices in India.

Who Needs It?

You must get a WPC license if:

  • You import wireless products
  • You manufacture wireless equipment
  • You sell or use wireless-enabled devices
  • You want to use radio spectrum commercially.

This applies to:

  • Bluetooth devices
  • Wi-Fi routers
  • Drones with GPS
  • Wireless keyboards
  • RFID products
  • Walkie-talkies
  • IoT devices

Types of WPC Licenses

There are three main types of licenses issued by the WPC:

1. ETA License – Equipment Type Approval

Used for IT and communication devices that use de-licensed frequency bands like Bluetooth and Wi-Fi. This license applies when:

  • Your device works on ISM bands (like 2.4 GHz)
  • You are planning to import or sell the product in India
  • You don’t intend to use licensed spectrum

2. Non-Dealer Possession License (NDPL)

This is for companies that use wireless devices but don’t sell them. For example, if your company uses walkie-talkies in warehouses or logistics centers, you need NDPL.

3. Dealer Possession License (DPL)

This is for businesses that sell wireless products. It allows them to store, display, and sell wireless devices in India.

Each type of license has a different application flow, but ETA is the most commonly needed for imported goods.

Step-by-Step: Filing the WPC License Application Online

Step 1: Check Product Frequency Band

First, confirm whether your product uses a de-licensed or licensed frequency.

  • If your product works on 2.4 GHz or 5 GHz, it likely falls under de-licensed bands.
  • If it uses any other frequency, you might need a spectrum license too.

Verify this information by going to the National Frequency Allocation Plan (NFAP).

Step 2: Prepare Required Documents

You’ll need:

  • RF Test Report – From an accredited foreign lab or Indian lab
  • Product Technical Datasheet – Showing frequency range and specifications
  • Business PAN Card
  • GST Registration Certificate
  • Company Incorporation Certificate
  • Authorization Letter – If a consultant files on your behalf
  • Import Export Code (IEC) – For imported goods

Make sure your RF report clearly shows the frequency range, modulation, and compliance with Indian spectrum norms.

Step 3: Register on the Saral Sanchar Portal

The Saral Sanchar Portal is the official WPC application portal:
 https://saralsanchar.gov.in

To apply:

  • Visit the website
  • Click on “Apply for Equipment Type Approval”
  • Create an account for your business
  • Use your digital signature certificate (DSC) if needed

Once your profile is set up, you can start your application.

Step 4: File the Online Application

Now fill in your WPC ETA application form:

  • Select Equipment Type Approval (ETA)
  • Upload the RF Test Report
  • Enter product details: model, brand, frequency range
  • Attach supporting documents
  • Fill out importer details if the product is foreign-made

Be accurate with every field. Mistakes delay approval.

Step 5: Pay Government Fee

For ETA, currently no government fee is charged if your RF report is from an accredited foreign lab.

For other licenses like NDPL or DPL, a nominal fee applies, usually between ₹1000–₹10,000, depending on use and region.

Pay via the portal using online banking. Save the receipt.

Step 6: Track Status and Get Approval

After submitting:

  • You will get a file number or application ID
  • Track your status using the portal dashboard
  • WPC officers might ask for missing documents or clarifications
  • Usually, approval takes 15 to 25 working days

Once cleared, your ETA certificate will be issued in PDF format. This certificate is valid across India for that product and frequency.
