What Is a PSARA License?

The PSARA License is a legal approval from the Controlling Authority. It is usually the Home Department of the State to operate a private security agency in India

Core Documents for PSARA License Registration

1. Certificate of Incorporation or Business Registration

If your business is a:

  • Company – submit the Certificate of Incorporation from MCA
  • Partnership – provide the Partnership Deed
  • Proprietorship – display registration proof or GST certificate
  • LLP – submit the LLP Agreement and Incorporation Certificate

This document proves your business legally exists.

2. PAN Card of the Business Entity

You must submit the Permanent Account Number (PAN) issued by the Income Tax Department. It must be in your business’s name (not personal PAN for companies or firms).

3. GST Registration Certificate

Though not mandatory in all cases, GST registration strengthens your business profile. It shows your company is active and tax-compliant.

4. Address Proof of Business Premises

You need to provide proof of where your office is located. You can submit:

  • Electricity bill or water bill (recent)
  • Property tax receipt
  • Rent agreement (if office is rented)
  • NOC from landlord (if needed)

The address must be same as the details in your application.

5. Identity and Address Proof of Directors/Partners/Proprietor

Every director or partner within this business must submit:

  • Aadhar Card
  • Voter ID or Passport
  • PAN Card
  • Passport-size photos

Their KYC must be clean and up to date.

6. Affidavit as Required Under PSARA, 2005

An affidavit on a non-judicial stamp paper is compulsory. It must state:

  • The applicant has no criminal background
  • The agency will follow PSARA rules
  • Details of all personnel involved
  • Commitment to follow training and equipment rules

7. Security Training Affiliation Certificate

To get the PSARA license, you must train your guards through a recognized institute. Before applying you should tie up with state-approved Security Training Institute.

  • Affiliation certificate or MOU with the training partner
  • Details of trainers and curriculum

  • The business name on the lease or title

10. Identity Proof of Employees and Supervisors

Even if your team is small at the beginning, list all the hired staff and attach:

  • Aadhar cards
  • Photos
  • Police verification (if available)
  • Employment proof (if previously in similar roles)

11. Uniform and Badge Samples (if required by state)

Some states ask you to submit a sample:

  • Guard uniform
  • Company badge or logo
  • ID card format

12. Income Tax Return of Business or Owner

Attach latest ITR of:

  • The business (if already running)
  • Or the promoter (in case of new firms)

13. Website or Brochure (Optional but Helpful)

Some states encourage businesses to show:

  • Their website link
  • A digital or printed brochure
  • Photos of existing work (if available)

State-Specific Requirements to Watch For

Each Indian state may have minor differences in document requirements. For example:

  • Delhi may ask for biometric data
  • Maharashtra often wants CCTV in office
  • Karnataka checks for on-ground training space
  • UP needs additional affidavits

  • Finalize your business structure (proprietor, firm, company)
  • Prepare all the required documents
