To set up a medicine wholesale business in India in 2025, you must first know the goal. You will buy medicines in bulk from approved companies and supply them to retailers or hospitals. You will require a proper license, a storage place and a plan. You must follow health laws because you will handle items that affect lives.

Know the Scope of This Business

The Indian pharmaceutical market is one of the fastest-growing markets in the world. In 2025 this sector will grow more with new startups and reforms. If you start a medicine wholesale business now, you enter a field that offers stable income and good returns.

You don’t need to manufacture. You only supply. That reduces many risks. Still, you must manage stock, licensing, temperature control, and supplier relations.

Step 1: Choose Your Business Type

Before anything else, pick how you will register the business.

  • Proprietorship – One person owns and runs it.
  • Partnership – In this setup two or more partners handle the operations.
  • Private Limited Company – Separate legal identity, more stable.
  • LLP – Mix of partnership and company.

Pick the one that fits your long-term plans. Most start with proprietorship or partnership for lower costs.

Step 2: Register Your Business

Get a trade license from the local municipal body. Then apply for GST registration from the tax department. If your turnover is above the limit or if you deal with inter-state supplies, GST is a must.

Open a current account with your business name. This helps you track expenses and receipts

Step 3: Apply for a Drug License

This is the most important step. No one can run a wholesale pharmacy without a valid drug license. The Drug Control Department in your state issues the license. Here’s what you need:

  • Wholesale Drug License (Form 20B and Form 21B) – Issued under Drugs and Cosmetics Act, 1940.
  • Pharmacist or competent person – Must have a diploma or degree in pharmacy and experience in drug handling.
  • Storage space – Clean, ventilated place with fridge for medicines needing low temperature.
  • Technical documents – Proof of ownership/rental, layout, and refrigeration.

Step 4: Appoint a Qualified Person

You need a pharmacy graduate or diploma holder. They should have one year of experience in wholesale if they hold a diploma. If they have a degree, experience is not mandatory.

They will oversee storage, dispensing, and stock records. Their name and documents are submitted during the drug license application.

Step 5: Find a Suitable Premises

Space matters. You must have a premise of at least 10 square meters. It should be approved for commercial use. If the location does not match the norms, your license will not be cleared.
Also, equip your store with:

  • Racks and drawers for stock
  • Refrigerator for special medicines
  • Air conditioning if needed
  • Pest control plan

Step 6: Tie-Up with Distributors or Manufacturers

You can’t sell unless you get stock. So, connect with pharma companies or authorized stockists. Ask for price lists and discounts. Build trust and always pay on time.

Make sure you buy from licensed suppliers only. The bills and product batches must be proper.

Step 7: Setup Inventory and Billing Software

You will deal with many brands, products, and expiry dates. A billing and inventory software will help:

  • Track stock levels
  • Monitor expiry
  • Print GST-compliant bills
  • Generate monthly sales reports

Many Indian software brands offer features for medicine wholesale tracking.

Step 8: Follow Cold Storage Rules

All medicines cannot be kept at room temperature. Some antibiotics, vaccines or insulin need refrigeration

Use a double-door fridge with power backup. Keep a temperature logbook and record it daily.

Step 9: Market Your Business Locally

Start with local chemists and hospitals. Offer them better margins. Give them proper bills and deliver stock quickly.

Print visiting cards, send messages, and create a simple website. Your local presence and service speed matter most.

Step 10: Maintain Compliance and Renewals

Keep these practices to stay safe:

  • Renew drug license on time
  • File GST returns
  • Avoid selling expired items
  • Keep daily stock records
  • Do not sell banned drugs
  • Allow drug inspector checks

If you follow the law, your business will stay safe.
