How to Obtain license for medical store<p bis_size=

Starting a medical store is more than just selling medicine. It's about meeting a need in your community, and that begins with doing things the right way. People trust a medical shop. They walk in with health concerns and expect reliable help. That trust depends on strong rules. And one of the first rules is—you must get a valid license to run a medical shop.

Now, this isn’t a task you can skip or delay. Without a license, the shop is illegal, no matter how small it is or how harmless it seems. The government sees medicine as a controlled substance. So, it demands that only qualified people handle and sell it. A proper license is proof that your store is safe, legal, and responsible.

But getting the license isn’t as complicated as it sounds. If you break it down step by step, the process is clear. The law helps those who follow it. So, let’s walk through each part

What Is a Drug License?

Before you apply, you must understand what the license is and why it matters. In India, the Drugs and Cosmetics Act, 1940 makes it mandatory for anyone selling, stocking, or distributing medicines to hold a drug license. This license is given by the State Drug Control Department. Each state has its own department under the Central Drugs Standard Control Organization (CDSCO)

There are two main kinds of licenses for medical shops:

  • Retail Drug License (RDL): This is for selling medicines to the public
  • Wholesale Drug License (WDL): This is for selling medicines in bulk to retailers

If you plan to run a pharmacy where people walk in for medicine, you’ll need the Retail Drug License. If you plan to sell to other shops or hospitals in bulk, the Wholesale License is what you need. In some cases, store owners apply for both.

Who Can Apply for a Medical Store License?

You can't just open a pharmacy because you have money or space. The law needs you—or someone you hire—to be qualified in pharmacy. Here's what the eligibility looks like:

1. Pharmacist Qualification

You or your full-time staff must be a Registered Pharmacist. This means:

  • A Diploma in Pharmacy (D.Pharm) or a Bachelor in Pharmacy (B.Pharm) is required.
  • The pharmacist must be registered with the State Pharmacy Council.

2. For Wholesale Licenses

If you are applying for a wholesale license, then:

  • You must hire a competent person with a degree in pharmacy or science with experience.
  • The person must have at least 1–4 years of experience in drug dealing (as per state norms).

Documents Required to Obtain License for Medical Store.

To apply for the license, you'll need to submit certain documents. Missing papers will delay or cancel the application. Here’s what most states ask for:

Have Questions? Let’s Talk. We’re Just One Click Away.

  • Application Form (as per the Drugs and Cosmetics Rules)
  • Cover Letter with the reason for applying
  • Blueprint or Layout of the Premises
  • Proof of Ownership or Rental Agreement of the shop
  • Proof of Qualification (pharmacy degree or diploma)
  • Registration Certificate of Pharmacist
  • Appointment Letter of pharmacist (if employed)
  • Affidavit of full-time employment
  • Identity Proof (Aadhaar/PAN/Voter ID)
  • Passport Size Photos
  • GST Registration Certificate
  • NOC from Municipality or Fire Department (in some areas)

These may vary slightly depending on your state. Some states also ask for a refrigerator invoice, since many drugs need cold storage.

How to Apply for the License – Step-by-Step Process

Let’s now look at how you can apply. Though it may differ slightly by state, the general process is:

Step 1: Prepare Documents

Gather all the papers listed above. Make sure they are complete and signed.

Step 2: Visit the State Drug Control Portal

Most states now allow online applications. Go to your State Drug Control Department’s website. For example, Delhi has dl.dscd.gov.in and Maharashtra uses fdamfg.maharashtra.gov.in.

Step 3: Fill the Application Form

Choose the correct form. Forms like Form 19, Form 20, and Form 21 are used based on your license type.

Step 4: Upload Documents and Pay Fees

Upload all the scanned documents and pay the application fee online. Fees vary by state but usually range from INR 3,000 to INR 5,000.

Step 5: Inspection

Once your documents are reviewed, the Drug Inspector will visit your shop. They will check the space, storage, equipment, pharmacist presence, and records.

Step 6: Approval

If all goes well, your license will be approved and issued. It may take 30 to 60 days depending on how fast the department processes it.

Final Words

Opening a medical store is a strong business idea. Demand for medicines never stops. But trust and safety matter most in this line of work. That starts with a valid drug license. It’s not just a paper—it’s a promise that your store is legal, reliable, and responsible.

Take each step seriously, prepare well, and follow your state’s rules. Once your license is in hand, you’re ready to serve your community—and run a store that people can rely on.
