Introduction of GACC

General Administration of Customs of China, or GACC Registration is a necessary procedure for companies and individuals planning to export commodities to China. Exporters who want to sell their products in the Chinese market and producers from outside China who want to sell their food items must register with the GACC. These are two distinct procedures that fall under the purview of the People's Republic of China's General Administration of Chinese Customs (GACC). Following the 2018 restructuring, the AQSIQ was no longer in charge of overseeing the food safety evidence for imported and exported food, and the GACC assumed control of animal import and export inspection and quarantine. A number of food certification laws apply to food imports into China. Certain foods need to be approved by the State Administration for Market Regulation in addition to being registered with GACC.

To export their goods to China, foreign producers of food and beverage items must register with the General Administration of Customs in China or GACC. In order to receive the products after January 1, 2022, the Chinese importer will need to give the customs authorities the GACC Registration number.

China Customs' headquarters, the General Administration of Customs of the People's Republic of China (GACC), is in charge of overseeing China food certifications. Following the 2018 government reorganization, GACC assumed control of the duties formerly performed by traditional customs, including border health inspections, quarantines, and inspections for imported and exported animals. It also now ensures the security of imported and exported food.

Many food certifications are required for food imports entering China. While some are required, others are optional. Furthermore, some food products need to be registered with GACC in addition to receiving approval from SAMR (State Administration for Market Regulation). Which food approval is necessary or appropriate in China also depends on how a product is promoted.
